Description
THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to SEQUOIA FOUNDATION 2166 Avenida De La Playa Ste D, La Jolla, CA 92037. This is a special notice to determine the availability of potential vendors that can provide the necessary technical data for the National Center for Chronic Disease Prevention and Health Promotions Division of Reproductive Health. Information from that study can be used to estimate the contribution of genetic and environmental factors to preterm delivery rates at the population level. In this procurement, we propose to link California birth and death records to data collected by the California Department of Health Services, Genetic Disease Screening Program's (GDSP) Prenatal Screening (PNS) and Newborn Screening (NBS) Programs to compare multiple methods of dating pregnancies and the potential impact on preterm delivery rate estimates. The core tasks and minimum contractor requirements will include: a) Obtain data and approvals for project. b) Secure approvals from IRB and Vital Statistics offices. c) Obtain updated statewide birth certificate statistical master file through calendar year 2008 with identifiers. d) Obtain statewide prenatal screening records from GDSP's computerized system corresponding to PNS records. e) Obtain statewide early-release birth certificate data through calendar year 2008 (or through the most recently available data). f) Obtain statewide prenatal screening records from GDSP's computerized system corresponding to NBS records through 2008 (or through the most recently available data). g) Generate dataset for comparative analysis of gestational age measures through 2008 births (or through the most recently available data). h) Perform probabilistic linkage of birth certificate, NBS and PNS records i) Generate dataset for analysis of trends over time. j) Create analytic data file and data dictionary devoid of personal identifiers. k) Obtain statewide fetal death records from selected years between 1996 and 2008. l) Perform probabilistic linkage of fetal death and PNS records. m) Create analytic data file and data dictionary devoid of personal identifiers, spanning selected years between 1996 and 2008 (or through the most recently available data). The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR PART 6.302-1. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Governments requirements Anticipated award date is March 14, 2010. Responses must be received no later (NLT) 4:00 p.m., Eastern Standard Time, March 10, 2010. Responses should be submitted to: Matthew Ellington 2920 Brandywine Road N.E. M/S E-01 Atlanta, GA 30341. If responding by email, the subject line must include the following language "CAPABILITY TECHNICAL PACKAGE for Special Notice 2010-11947". This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is not set-aside for small business.
