- Zipped file of RFP, and Attachments 1-3 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ED-FSA-10-R-0031 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-38. The requirements of this RFP are for Contractor support in providing IT technical services to the Federal Student Aid's (FSA) Ombudsman Office. Contractor shall provide operation & maintenance (O&M) and development services for the following: 1) the Ombudsman Case Tracking System (OCTS); 2) Ombudsman (Student) website; and 3) the Coalition of Federal Ombudsman website. 1). This Acquisition is a 100% Small Business Set-Aside under NAICS 541519, Other Computer Related Services, with a $25.0 Million Size Standard. 2). FAR 52.212-1 (Instructions to Offerors - Commercial Items) (JUN 2008) & FAR 52.212-2 (Evaluation - Commercial Items) (JAN 1999) applies to this Acquisition with Addenda to these clauses incorporated into the attached RFP under Section VIII. 3). As stated under Section VIII, Paragraph E.6 "Contract Documentation," Offeror is required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. 4). FAR 52.212-4 (Terms and Conditions - Commercial Items) (Mar 2009) applies to this acquisition with Addenda incorporated into the Attached RFP under Section III. 5). FAR 52.212-5 (Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items) (Feb 2010) applies to this Acquisition. 6). Any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and shall be consistent with customary commercial practices. 7). Proposals are due no later than March 10, 2010 at 1:00 PM local time. Proposals shall be delivered by either n via email OR by CD/DVD. Address for delivering email and CD/DVD are as follows: Email delivery shall be to Carol.Fagnani@ed.gov with a copy to Alex.Mavroukakis@ed.gov CD/DVD delivery shall be to Carol Fagnani, CPCM to the address below. If delivery is made in person, said person will be required to go through security screening process and to sign in at the FSA Security Desk who will then contact Ms. Fagnani by phone (cell: 202 680-0211; Landline: 202 377-3247. Note that the FSA security screening and access to the FSA offices are to the immediate right hand side of the lobby.
