- The U.S. Army Regional Contracting Office - Bavaria, intends to issue a solicitation for Pest Control Services. Locations. at Mihail Kogalniceanu Airbase (MKAB), Romania also known as the Temporary Forward Operating Site(TFOS). The Permanent Forward Operations Site (PFOS) which is 1 km away from MKAB, and at Babadag Training Area (BTA), which is 60 km north of MKAB.. The general scope of work includes, but is not limited to, Provide Pest Control Services is from 15 May 2010 through 14 May 2011; the first option period will be 15 May 2011 through 14 May 2012; the second option period 15 May 2012 through 14 May 2013. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. At this time, no site visit is planned However, information regarding the mission and the location of the Joint Multinational Readiness Center and Grafenwoehr Training Area is readily avilable on their respective websites. http://www.hqjmtc.army.mil/ This solicitation will include options that will be included in the solicitation This solicitation will be issues as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) Requirement Service Contract contract Estimated start date 15 May 2010. The solicitation will be available on or about the week of 5 March 2010 and Proposals will be due on or about 26 March 2010. The solicitation, including any amendments, shall establish the official opening and closing dates and times. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Lowest Price Technically Acceptable. The solicitation will include a detailed list of evaluation factors and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. - - - PLEASE NOTE: NEW CCR REQUIREMENTS - - - Prior to bidding, vendors must be actively registered in the Central Contractor Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at - - - www.ccr.gov - - - By submission of a bid, a bidder acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in Section 00600 of construction solicitations. According to FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005. To be eligible for contract award and prior to bidding, a firm must be registered in the database.
