Description
The Social Security Administration (SSA) is conducting market research to identify vendors capable of providing a code interpreter that can execute programs written in the language of SAS. SSA currently licenses SAS on two IBM zSeries mainframes and to a limited degree on its' Windows (server, workstation and laptop) environment. SSA currently uses eight IBM zSeries mainframes with 30 LPARS running the z/OS operating system and associated infrastructure installed at two locations: the National Computer Center (NCC) in Baltimore, MD and the Durham Support Center (DSC) in Durham, NC. The total General Purpose (GP) processing capacity of these two centers is 58,397 millions of instructions per second (MIPS). SSA also uses approximately 12,000 MIPS in specialty engine processing capacity. SSA has licensed SAS on 13 Windows servers and 257 individual Windows workstations. SSA is performing market research to determine if alternative products are available that the Agency could use to migrate existing programs written in the language SAS to run under alternative code interpreters with little or no modification. The alternative would be required to run on multiple platforms including mainframe z/OS, Microsoft Windows, and UNIX variants. The alternative SAS software interpreter and vendor must also support/provide: Migration from SAS to the new product A SAS code analyzer tool that can read existing SAS code and produce reports on supported and unsupported SAS language elements. Detailed documentation of the supported SAS functions and a list of unsupported SAS functions. The ability to capture all SAS usage on a system, report on and log each SAS language element used on the system by user or job. Support most or all of the BASE SAS Language elements, procedures, and macros with minimal migration effort. Support most or all of the SAS/ACCESS data access methods. Support for basic graphical output including CHART, PLOT, GCHART, and GPLOT. Support for basic statistical analysis procedures. Provide an alternative to SAS/CONNECT if it is not supported directly. Ability to read existing SAS Datasets or convert existing SAS Datasets to a readable format and the ability to reverse the conversion for back-out capabilities. Provide similar performance (wall-time and CPU usage) to the SAS Software for most SAS Language Elements. Perform the functions of SAS required for MXG by Merrill Consultants with minimal migration effort. Perform the functions of SAS required for CA-MICS with minimal migration effort. Provide detailed documentation of all supported elements and required migration actions. Offer 24x7 diagnostic support by telephone and electronically. Incorporate new SAS release functions/features in a reasonable timeframe. Any firm that feels they have the capability of providing product(s) that meets the requirements listed above must respond, in writing, via e-mail to the Contract Specialist by the response due date posted. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this request for information, or references to vendor websites will not be considered by the Government. This is not a request for proposal. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME. Requests for copies of a solicitation at this time will not be acknowledged. The Government will not return any information submitted in response to this notice, nor will the Government pay for any information submitted in reply to this notice. Information submitted in response to this notice will be used in SSA's market research efforts and for procurement planning purposes. The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes. All responses must be submitted in an electronic format via e-mail to the Contract Specialist at Rick.Bolt@ssa.gov by the due date specified. Faxed information will not be considered. The file size limitation for e-mail attachments is 5 megabytes. Electronic responses must be received by 3:00PM ET March 10, 2010.
