Description
A MARKET SURVEY is being conducted to determine if there are adequate Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned Business small business contractors for the following proposed project: The U.S. Army Corps of Engineers requires technical services in support of Section 2035 of the Water Resources Development Act (WRDA) of 2007. Section 2035 of WRDA 2007 requires a Type II Independent External Peer Review (IEPR) Safety Assurance Review (SAR) for the design and construction activities for hurricane and storm damage reduction and flood damage reduction projects. These IEPR shall include participation by experts selected from among individuals who are distinguished experts in engineering, hydrology, or other appropriate disciplines. Contract duration is estimated to be 5 years Indefinite Delivery/Indefinite Quantity with the estimated contract value between $5,000,000 and $10,000,000 but closer to $10,000,000. NAICS is 541330-Engineering Services. Size limitation is $4.5 Million average annual receipts for small business. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail on or before March 11, 2010, 12:00 P.M. Eastern Standard Time. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business,, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience based on the following: Criteria: The Contractor shall identify a group of experts (also referenced as expert reviewers) of varied professional disciplines to serve on IEPR teams. The experts will be chosen by the USACE from an independent external expert reviewer list provided by the contractor for each IEPR. Selection will be based on availability, technical credentials, and absence of perceived or actual conflict of interest (expert reviewers selected are preferred to fully support subsequent Type II IEPR for a particular project in order to ensure consistency of review). Expert reviewers shall have experience in design and construction of projects similar in scope to the project being reviewed. In addition, at least one of the expert reviewers shall have recent and relevant experience on multi million dollar projects verifying the constructability of the proposed designs. Expert reviewers shall be registered professional engineers or geologist in the United States, or similarly credentialed in their home country, must have earned an engineering or geology degree or must demonstrate through education and experience that they are a recognized or national expert in their field. A Master's degree in engineering is preferable, but not required, as hands-on relevant engineering experience in the listed disciplines is more important. Expert reviewers shall have a minimum of 15 years experience and responsible charge of engineering work in the following disciplines: (1) Geotechnical Engineer will be a recognized expert in the field of geotechnical engineering analysis, design and construction of embankment dams and levees on various foundations with extensive experience in subsurface investigations, soil mechanics, retaining wall design, erosion protection design and construction and earthwork construction. (2) Structural Engineer shall be a senior-level person with extensive experience in the type of work being performed. The Structural Engineer shall have a working knowledge of all applicable Corps of Engineers design criteria. (3) Hydraulic Engineer with extensive experience in the analysis and design of hydraulic structures related to flood control reservoirs. The Hydraulic Engineer must have performed work in hydrologic analysis and design of hydraulic structures including spillways, outlet works, and stilling basins. The Hydraulic Engineer must demonstrate knowledge and experience with physical modeling and the application of data from physical model testing to the design of stilling basins and scour protection, and in the ability to coordinate, interpret, and explain testing results with other engineering disciplines, particularly structural engineers, geotechnical engineers, and geologists. (4) Materials Engineer shall have a minimum of a Masters Degree in Materials Engineering. The Materials Engineer must have extensive knowledge in mix designs and materials used for dam and levee repairs. They shall also have experience in preparing plans and specifications and field applications of these materials. (5) Engineering Geologist shall be a senior-level person with extensive experience in the type of work being performed. The Engineering Geologist shall be proficient in assessing rock strengths and evaluating uplift for performing stability analyses using limit equilibrium. The Engineering Geologist shall have a working knowledge of all applicable Corps of Engineers design criteria. (6) Civil Engineer with extensive experience in the design, layout, and construction of flood control structures including dams and levees. Demonstrated knowledge regarding hydraulic structures, erosion control, earthwork, concrete placement, design of access roads, and relocation of underground utilities. The Civil Engineer shall be familiar with USACE regulations and industry building codes. Based on definitions above, resumes for potential expert reviewers for each discipline shall be submitted which include: a.Prior work experience related to the above discipline descriptions. b.Years of experience in related field. c.Degree(s) obtained as well as year and school in which the degree was obtained. d.Professional Registrations/Licenses held. e.Documents published by major journals or organizations in their field of work.
