Description
RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WAS ONLY AVAILABLE TO LOCKHEED MARTIN MANAGEMENT SYSTEMS DESIGNERS, INC. (LMSD) FOR THE REASONS DESCRIBED BELOW. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009, Pub.L. 111-5, the Internal Revenue Service (IRS) posts this notice of issuance of Modification 0009 to Task Order 0030. Task Order 0030 was previously competed and ultimately awarded to LMSD, Inc. under an existing Total Information Processing Support Services-3 (TIPSS-3) Indefinite Delivery - Indefinite Quantities (IDIQ) contract (TIRNO-06-D-00013); LMSD, Inc. is a large business. They were selected for award because no small business responded to the solicitation for Task Order 0030. Modification 0009 was executed as a performance-based fixed-price action The Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985 provides extended health care insurance coverage for workers who would have otherwise lost health insurance coverage upon becoming unemployed. The individual was responsible for 100% of the insurance premiums due under COBRA continuation coverage. Under Recovery Act legislation, individuals whose employment was involuntarily terminated after Aug. 31, 2008 and before Jan. 1, 2010, and who elect COBRA health continuation coverage, are entitled to receive a 65% subsidy on their COBRA insurance premiums. The involuntarily terminated individual is required to pay 35% of the COBRA insurance premium. The former employer (or, in some cases, multiemployer health plan or insurer) pays 65%, and may recover their payment by claiming the amount as a credit on their quarterly employment tax return. This opportunity provides software development, testing, configuration management and project management support to the IRS Integrated Customer Communications Environment (ICCE) program. ICCE provides software applications and connections for both phone and web interactive applications, including economic stimulus related applications. The existing economic stimulus component of ICCE is being modified to accommodate Voice Response Unit (VRU) message changes and menuing in response to legislative initiatives resulting from the recent enactment of COBRA changes contained in ARRA legislation.
