Description
NASA/JSC has a requirement for phase change material trade study (JOB, Qty: 1).NASA/JSC intends to purchase the items from Hamilton Sundstrand Space SystemsInternational, Inc.This is continuation work to a previous CRAVE effort, NNJ05HB39B.The traditional phase change material heat exchangers use paraffin as the phase changemedium. The use of water can potentially result in significant mass and volume savings.The expansion of water has a tendency to rupture its container during the phase changeprocess. The high expansion stresses may require that the phase change materialcontainer be heavier to withstand the increased stress. The technology development ofphase change material heat exchangers project will leverage a previous HamiltonSundstrand effort to perform a detailed trade study that will quantify the thermalcontrol system mass savings realized by using water as the phase change material ratherthan the more traditional paraffin material. The trade study will be performed usingexisting thermal system models and proprietary heat exchanger data created by HamiltonSundstrand during the CRAVE effort, NNJ05HB39B. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 1:30 p.m. local timeon March 5, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
