Description
NAICS Code: 513340 The U.S. Environmental Protection Agency (EPA) on behalf of the ASPECT Program and in accordance with the Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures requests quotes for a Single Channel SwiftBroadband Upgrade to EPA's current CheltonSwift64 Satellite Communication system in the ASPECT aircraft. The specifications for the proposed upgrade to the SwiftBroadband are as follows: (a) Replace the two existing Chelton 7300 SDU's with one new Single Channel SDU providing SwiftBroadband communications with no changes in the current rack mount system in the aircraft. (b) Upgrade or replace the current Chelton High Power Amplifier for SwiftBroadband communications. This may be done at the bidder's facility or at the airport where the ASPECT platform is stationed in Texas (exact location to be given at time of award). Any replacement unit must be able to mount in the current HPA rack system. (c) Provide any cabling or re-wiring instructions and technical support for installing the wiring changes required between the upgraded SDU and the Satcom Reference and/or Beam Stearing units. The Swift64 system provides up to 64 kb/s data transmission speeds for each channel and is configured to allow all four channels to be transmitting simultaneously providing a maximum data rate of 256kb/s billed on a per minute basis. The Swift64 system utilizes the I-3 series satellites in the Inmarsat network. The SwiftBroadband satcom system is designed for the I-4 generation of Inmarsat satellite and has advanced technology allowing for increased data throughput. The single channel of SwiftBroadband will provide up to 432 kb/s and shall be capable of being billed by the amount of data sent. Quotes should consists of the system upgrade (parts and labor), technical support, shipping and handling charges. NO PHONE CALLS will be accepted regarding this requirement. The determination not to compete this requirement is at the discretion of the Contracing Officer in accordance with FAR 13.106-1(b).
