Description
This is a pre-solicitation notice for a contractor to furnish all labor, materials, equipment, tools, transportation and supervision to perform railroad construction on the Valley Railway within the boundaries of Cuyahoga Valley National Park, Cuyahoga and Summit Counties, Ohio. The work under this Contract consists of rehabilitation of approximately nine miles of track by converting from bolted to welded rail. This will be accomplished by either: 1) cropping and welding existing rail or, 2) replacing existing rail with class 1 relay rail. Areas of rail rehabilitation will also have select crossties replaced and will be raised and surfaced. This project also includes the replacement of the at-grade railroad crossing at SR 303, including removal of the existing rubber crossing surface, removal of the existing rail and crossties in and adjacent to the crossing, removal of the sub-base, installation of a new asphalt sub-base and installation of a full-depth, precast concrete platform type crossing surface and new rail. Also included are drainage improvements. Work will be done so as to not disrupt scenic train operations, which usually run five days a week. The solicitation and resulting contract will include the clause 52.236-01, Performance of Work by the Contractor, which will require at least fifty percent of the total amount of work shall be performed by the prime contractor with its own organization. This requirement is funded, in part, under the American Recovery and Reinvestment Act of 2009 (Recovery Act). In accordance with contract clause 52.204-11 American Recovery and Reinvestment Act Reporting Requirements, the successful contractor is required to register in FederalReporting.gov and report certain information as required by the clause. Reports shall be submitted during the first ten days after the end of each calendar quarter. The project performance time is 240 days after issuance of the notice to proceed. The government estimate for this project is between $1.0 million and $5.0 million. The NAICS code is 237990. The small business size standard is $33.5 million. This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is open to both small and large businesses. The solicitation including specifications, drawings, bid schedule, and wage rates will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about March 10, 2010.
