Description
55 CONS/LGCZ, Offutt AFB, NE intends to award a six month sole source extension to Scitor Corp. under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor shall continue to provide highly skilled, specialized technical non-personal services in support of United States Strategic Command (USSTRATCOM) with direct support to the Resource Integration Division (J82) and the Global ISR and Space Division (J84). The Contractor shall support various Planning, Programming, and Budgeting Execution (PPBE) input development efforts in direct support of the CDRUSSTRATCOM. The contractor shall interface with all levels of the USSTRATCOM staff during the development of the Planning Input Memorandum (PIM), Integrated Priority List (IPL), and Program Budget Review (PBR) issue papers. The Contractor shall support various Joint Capabilities Integration and Development System (JCIDS) activities to include, but not limited to, requirements generation, architecture planning, technical studies and analyses; operations and acquisition planning; conducting surveys and field data collection; planning, implementation, and evaluation of Space Operations mission/functional areas as defined by Joint Publication (JP) 3-14 and the systems that provide those capabilities. The Contractor shall provide the required support across USSTRATCOM organizations and interface with a working knowledge of the Department of Defense (DoD), the Services, the National Reconnaissance Office (NRO), the Missile Defense Agency (MDA), Central Intelligence Agency (CIA), Central MASINT Office (CMO), Community Management Staff, National Geospatial-Intelligence Agency (NGA), National Security Agency (NSA), Defense Information Service Agency (DISA), Defense Intelligence Agency (DIA), Secretary of Defense (OSD) offices, the Joint Staff, Combatant Commands staffs, Component Commands and Civil and Commercial organization. The Contractor shall leverage additional reach-back capability operational and technical expertise and relationships to support a necessary understanding of operational capabilities and mission utility analysis of Space Control, Space Support, and Space Force Enhancement. The Contractor shall provide input to and as required generate and update briefings, white papers, concept papers, status reports, command positions, and messages/memos. Due to the USSTRATCOM effort to convert contracted positions to government civilian positions, a gap has been created between the end of the current contract (31 March 10) and the anticipated conversion from the Air Force Personnel Center. Therefore, the government intends to award a six month extension of the current contract (1 Apr 10 through 30 Sep 10) to allow sufficient time to conduct the conversion process. This notice is neither a request for competitive proposal or a solicitation for offerors. A determination by the government to not compete this requirement is solely within the discretion of the government. Information received will be considered solely for the purpose whether to conduct a competitive procurement in the future. This notice should not be construed as a commitment by the Government. If your company can provide the Resource Management, Space Control and Space/ISR Support services at full performance starting 1 Apr 10 through 30 Sep 10, provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 3 Mar 10.
