- RECOVERY PROJECT NUMBER HC107D - An error was made issuing this requirement as Unrestricted under Solicitation No.: W912EE-10-T-0019. Reference the Non-Manufacturer Rule; FAR Clause 19.502-2 (c), any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer unless the SBA has granted either a waiver or exception to the non-manufacturer rule. Due to their being no small business manufacturers under NAICS 335313 (Switchgear and Switchboard Apparatus Manufacturing) SBA granted a waiver to the non-manufacturer rule. In order to correct that error, this synopsis is being issued for informational purpose and Solicitation No.: W912EE-10-T-0025 will follow. The scope of work for this requirement remains the same. This requirement was previously issued on an unrestricted basis; however, the requirement is now 100% set aside for Service Disabled Veteran Owned Small Businesses. USACE, Vicksburg District, has a requirement to supply and install Lake Chicot Pumping Plant Motor Control Center and Substation. The Contractor shall supply a motor control center, with 5kV switchgear and motor starters, and 480V substation, to include: Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload one 5kV motor control center and 480V substation as well as all equipment required to meet the criteria specified herein; Install and test the motor control center and 480V substation specified herein; and Furnish tools and spare parts. The Contractor shall also install 5kV motor control center and 480V substation, to include: Removal and disposal of the existing 5kV switchgear, including the existing lightning arrestors located in the motor terminal cabinets; Removal and disposal of the existing 480V substation; Furnish and install new 5kV switchgear equipment; Furnish and install new 480Vdouble-ended substation equipment; Perform minor concrete and grout work for equipment mounting and anchoring; Do touch-up/repair to paint where necessary; Provide training of project personnel, all training shall be conducted at the Project; and Perform all work required to comply with the site operations, environmental protection, and safety and health provisions. Solicitation Number W912EE-10-T-0025 will be available on the Federal Business Opportunities (FedBizOpps) Web Page at http://www.fbo.gov/ on or about 24 Feb 10. Hardcopies will not be available. Offerors should check the FedBizOpps Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Offer due date on or about 16 Mar 2010, 1630 Hours. THIS PROCUREMENT IS 100% SERVICED DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE AND ISSUED UNDER NAICS CODE 335313 FIRM FIXED PRICE CONTRACT.
