**********SOURCES SOUGHT REISSUE OF JANUARY 11, 2010 NOTICE************ This sources sought announcement is for market research purposes only. The Government does not presently intend to award a contract for services; however, price, delivery and other market information are needed for planning purposes, and to help identify small and large sources in the market. The Government is NOT obligated to do business with, or enter into a contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Interested small and large businesses - please submit a Capabilities Statement describing your ability and experience to provide these services. BACKGROUND The Bureau of Indian Affairs (BIA) operates a number of jails/detention centers which exclusively house Native American offenders. The facilities are located on reservations in Indian Country, and are oftentimes geographically remote from large metropolitan areas. The BIA is seeking an entity capable of providing corrections staff to augment government employees to operate small jails. The use of these services will be temporary, until such time that sufficient government staff are hired permanently. The vendor will work alongside government employees at all times. The BIA must approve all contractor staff proposed by the contractor to work in the facility. The BIA may deny approval to any contractor employee found to be unacceptable. EXPERTISE Contractor employees shall have prior corrections or law enforcement experience and have favorable references. All contractor employees shall have successfully completed a Tribal, federal, state or local corrections or law enforcement program and provide evidence of successful completion. LOCATIONS The BIA is experiencing significant staff shortages at five facilities in Indian Country: Standing Rock Agency - Ft. Yates, North DakotaTruxton Canon - ArizonaBlackfeeet - Browning, MontanaFt. Totten - North DakotaTurtle Mountain - Bellecourt, North Dakota Additional information about each facility, to include staffing patterns, may be forwarded upon request (see Contact Information). Potential offerors will be required to fill all custody positions. ADDITIONAL REQUIREMENTS Indian Preference: The contractor shall follow Section 12 of the Indian Reorganization Act of 1934 ?472 (1976). Background Requirements: All contractor staff must pass the background requirements of the BIA. The contractor shall assign one staff member to be responsible for administering the personnel background program. STAFFING Contractor shall provide a senior-level project manager to address issues related to contract staff 24/7. The project manager will work with the supervisory government official to plan contractor work schedules. Contractor will be responsible for providing replacement contract staff in the event of employee absence. Contractor shall hire as many officers as necessary to meet staffing need; when, and if the requirement is formally solicited, an opportunity for a pre-proposal site visit may be scheduled to review corrections facilities. All costs associated with a pre-proposal site visit shall be at the Offeror's expense.
