Description
The Naval Air Systems Command (NAVAIR) has a requirement for implementation of Hostile Fire Indication (HFI) capability into AN/AAQ-24 Missile Warning System (MWS). NAVAIR plans to procure five (5) AN/AAQ–24 two color IRMWS product line (p/n 001-008087, 001-008441, 001-007722) upgrade prototype systems to demonstrate Missile Warning and Hostile Fire Indication using a 1KHz Mid Wave IR Data Collection System. This effort includes: (a) Integration of prototype hardware and software; (b) Demonstration of high speed threat sensing and mature classification algorithms; and (c) Program, engineering, configuration and data management. NAVAIR plans to award a sole source contract to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, Rolling Meadows, IL. Northrop Grumman Corporation shall demonstrate compliance of the upgrade prototype, with the following performance requirements: (a) Probability of Declaration (PD) of threat Infrared (IR) missiles and PD of laser threats; (b) Missile Warning (MW) and Laser Warning (LW) False Alarm Rates (FARs); (c) Directed Infrared Counter Measure (DIRCM) False Cue Rate (FCR); (d) Probability of Indication (Pi) of Hostile Fire Threats; and (e) False Indication Rate (FIR) of Hostile Fire Threats. This effort is being awarded on a sole source basis to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, Northrop Grumman Corporation also has the skill, experience, ability and facilities necessary to successfully upgrade prototype systems to demonstrate Missile Warning and Hostile Fire Indication using a 1KHz Mid Wave IR Data Collection System.
