Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), National Institutes of Health (NIH), for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC) intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Accelrys, 10188 Telesis Court, Suite 100, San Diego, California 92121 to purchase DiscoveryStudio software license for the period of (1) one year. This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-38, February 1, 2010. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-(HG)-2010-90-DLM. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 541519 and the associated Business Size Standard is $25.0M. The proposed period of performance for this requirement is twelve (12) months. The Sole Source determination is based on the fact that DiscoveryStudio software is a molecular modeling software suite that is composed of several individual software components that cover biological and chemical computing. The software contains well established tools for working with protein structures and small molecules. The DiscoveryStudio software contains ADMET Discriptors, QSAR, Pharmacophore Modeling and Structure-Based Design. The Discovery Studio contains a main software component called “Catalyst”, which is a pharmacophore generation and searching software. No other software contains “Catalyst”, therefore it is imperative that no alternative software is purchased. Therefore, an award to any other source other than Accelrys is not feasible or practical. To include 12 Months Maintenance. 4. Product Name: Accelrys Protein Docking Add-On, Item Number PR13061, Quantity: 1. To include 12 Months Maintenance. 5. Product Name: Accelrys Quantumm Add-On, Item Number PR13055, Quantity: 1. To include 12 Months Maintenance. 6. Product Name: CAP Complete ADE/Oracle, Item Number PR3284, Quantity: 1. To include 12 Months Maintenance. 7. Product Name: PP Collection Cheminformatics, Item Number PR13298, Quantity: 1. To include 12 Months Maintenance. Interested parties may identify their interest and capability to respond to the requirement or submit a response. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Quotations will be due five (5) calendar days from the publication date of this synopsis by March 1, 2010, 7:30 a.m. Eastern Standard Time. Responses to this announcement, referencing synopsis number NHLBI-PB-(HG)-2010-090-DLM, may be submitted to the National Heart, Lung and Blood Institute, Office of Requisition Center, Procurement Branch.
