Description
RECOVERY TAS::14 1041::TAS RECOVERY NOCA PMIS# 146613 Construct "Zero Energy" Residential Structure, John Day Fossil Beds National Monument near Mitchell, Oregon. The date for availability of the solicitation has been changed from 02/24/2010 to on or around 02/26/2010. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA) and the contractor must meet all reporting requirements of ARRA as described in FAR 52.204-11, Section 1512 of ARRA, and other reports as required by law or regulation, additional information may also be found at www.federalreporting.gov The National Park Service (NPS), Department of Interior, is soliciting proposals for construction of a "Zero Energy" residential structure as described below. The solicitation will be issued electronically, through Fedbizopps (www.fbo.gov) and on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word, HTML and/or Adobe PDF. Specifications and drawings will be available in Word and/or Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Description: Replacement of an employee residence and construction of new residential structure. The existing modular housing unit located at the Painted Hills sub-district of John Day Fossil Beds National Monument near Mitchell, Oregon will be replaced. The new 725 square foot living structure has been designed as a "zero-energy" unit (the house is intended to generate more electricity then it will use) using structural insulated panels for the walls and roof. An additional 625 square feet of support space is attached to the main living structure. Square footage stated is an estimate, full details will be provided in the drawings and specifications. The foundation for all spaces will be a concrete grade beam. All foundations, slabs, walls, and roof will be super-insulated and all windows will be triple paned. Exterior siding will be fiber cement board with a standing seam metal roof. Interior finishes will be painted dry wall and carpet or sheet flooring. The heating and ventilating system will be a mini-split heat pump with indoor units. An air-to-air heat exchanger will be installed on this super-tight housing unit. The existing modular housing unit will be removed and will be disposed of off-site. Utility connections will be made to existing systems for water, power, and sewer. Electrical connections will be provided for a future photovoltaic panel system. The photovoltaic system will be listed as an add alternate and purchased if funding permits. The full scope of the anticipated contract will be included in the solicitation. The estimated period of performance is 180 days. The North American Industry Classification System (NAICS) code is 236115 and the annual size standard is $33.5 million. The estimated magnitude of construction is between $250,000 and $500,000. The project is subject to the Davis Bacon Act and applicable Department of Labor wage rates. A Bid Guarantee, Payment Bond, and Performance Bond will be required, full information will be provided in the solicitation. An organized site visit and pre-bid meeting will be scheduled for this project. The solicitation will be unrestricted and bids will be accepted from all responsible sources pursuant to the Small Business Competitiveness Demonstration Program, FAR Subpart 19.10. A firm fixed price contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and is considered most advantageous to the government, technical factors and cost or price considered. A "best value" award will be made to select the contractor, full information will be provided in the solicitation. REGISTRATIONS: In order to receive contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA).
