- The National Cemetery Administration (NCA), Centralized Contracting Division, is soliciting proposals under Solicitation No.: VA-786-10-RP-0117 for the following:The contractor shall provide all necessary supervision, labor, materials, supplies, tools, and equipment to furnish and install concrete grave liners at the Dayton National Cemetery, 4100 West Third Street, Dayton, OH 45428-1088 in accordance with Statement of Work and terms and conditions of the contract, and covering the period of Date of Contract Award through September 30, 2010 (base period), with up to four (4) one (1)-year options to extend the term of the contract through September 30, 2014, if exercised. Option year periods shall only be authorized based on availability of funding in upcoming fiscal years, and is solely at the convenience and discretion of the Government. The NAICS code is 327390 (Other Concrete Product Manufacturing). Size standard is 500 employees. This acquisition is 100% set-aside for Small Business (SB). All offerors must be registered at https://www.bpn.gov/ccr/ and complete online Reps and Certs at https://orca.bpn.gov/. Registration at https://vets100.vets.dol.gov/ is also required for contractors with a Government contract or subcontract in the amount of $100,000 or more that was entered into on or after December 1, 2003. No telephone requests will be accepted. Any questions regarding the solicitation should be sent via electronic mail and addressed to Doug Reed, Contract Specialist, at douglas.reed3@va.gov. No questions will be addressed until the solicitation has been posted. Electronic solicitations will be available for download from the URL address at https://www.fbo.gov on or about March 5, 2010. The Government will only accept questions in writing until March 19, 2010, 2pm Eastern Standard Time (EST). Responses to the solicitation are due by 2:00pm., EST, March 26, 2010. Any amendments to the solicitation will be available at the URL address. Offerors are advised that they are responsible for obtaining amendments at the URL address.
