- Project Description Call for HUZone interest OR EMK 2005(3) North Bank Lane, Bandon Marsh National Wildlife Refuge, Coos County, Oregon. This project consists of work under two schedules; Schedule A - 2.549 miles or Schedule B - 2.076 miles. Work includes grading, base, milling, paving, embankment, drainage, guardrail, and erosion control. See "Description of Work" for additional details. See attached call for HUBZone interest. This project will include 2 bid schedules. There will be two alternate schedules. Only one schedule will be awarded. This project is being advertised with an Economic Price Adjustment specification. Work shall be completed by September 20, 2011 (Both schedules). Estimated PRICE RANGE is between $2 million and $3 million. This paragraph announces possible financing available to small businesses. The three types of businesses that are eligible to receive a loan through this program are: (1) Firms that have received DBE certification from a state or local transportation agency; (2) Firms that have been certified by the SBA as a Small Business; and (3) Firms that have received a disability rating by the Veteran's Administration and have certified themselves as a SDVOSB. Start-up businesses are not eligible to receive a STLP line of credit and should contact the SBA for information about other possible forms of financial assistance. (NOTE - This paragraph does not reserve this solicitation for these types of business): The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
