Description
The Alabama Air National Guard located at Montgomery, Alabama and the USPFO for Alabama intends to issue an Invitation for Bids (IFB) to award a single, firm-fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, facilities, tools, equipment, appliances and supervision necessary to perform and complete repair of HVAC SYSTEMS, at 187th Fighter Wing, Montgomery (ANG), Montgomery Regional Airport, Montgomery, Alabama. Upgrade to existing HVAC systems, repair work includes, but is not limited to, single- phase and polyphase, general-purpose, horizontal, small and medium, squirrel-cage induction motors for use on AC power systems up to 600V and installed at equipment manufacturers factory or shipped separately by equipment manufacturer for field installation. Work shall be performed in accordance with (IAW) the plans and specifications. Magnitude of the project is between $500,000.00 and $1,000,000.00. Construction/contract completion time is anticipated to take approximately three hundred sixty-five (365) days after notice to proceed to include inspection. The North American Industry Classification System (NAICS) code for this work is 236210. The small business size standard is $35.5 million average annual revenue for the previous three years. This action is being procured on a Small Business Set Aside basis in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). The tentative date for issuing the solicitation is on-or about 11 March 2010. The tentative date for the pre-bid conference is on-or-about 24 March 2010, 1:00 p.m. local time at the 187th Fighter Wing Base Civil Engineer Office. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions from the pre-bid conference must be submitted by 2 April 2010 via e-mail (preferred) to christopher.martin10@us.army.mil or fax to (334)213-7696. The bid opening date is scheduled for on-or about 2 PM central time, 9 April 2010. Actual dates and times will be identified in the solicitation. The Government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information including the plans and specifications will be available from the Federal Business Opportunities (FEDBIZOPS) website https://www.fbo.gov. Amendments, if/when issued will be posted to the FedBizOps for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation.
