- This posting constitutes the U.S. Military Academys notice of intent to award on a sole source basis a purchase order to Watson Services Inc., 47 Grand St., Newburgh, NY 12550. Watson is a SBA certified HubZone firm. The services are for a bridge contract for Dining Facility Attendant services with optional Cook services for Bldg 1701, Camp Natural Bridge, West Point, NY. These services were solicited with the Cadet Mess Attendant Services requirement and were awarded as part of that contract. Due to protests, a stop work order was issued. Due to the need to provide for the task force at Camp Natural Bridge until the protests are resolved and transition occurs, a bridge contract is required. Expected resolution of the protests is by 31 May 2010. Watson is the only reasonable firm capable of providing the required services as Watson is the incumbent contractor for this service. Watson has the specialized knowledge of this requirement and is able to provide the personnel necessary to perform this requirement. The Government must have these critical services, KP in order to meet sanitary requirements and cooks in order to provide food to the task force. As cited below options will be included to cover services for additional months if necessary. Therefore, this action will provide the minimum performance period. The services include opening and cleaning the Dining Facility on or about April in order to be ready for the task force that will provide training to the cadets as well as providing Dining Facility Attendant services for May and June. There will be an option period of 1-31 July and an option period of 1-15 August for the Dining Facility Attendant services. In addition, closing/cleaning of the Dining Facility on or about August 16, 17, and 18 will be an option. Cooking and associated services will be included as options to include opening/cleaning the kitchen on or about April, as well as option periods of 1-31 May, 1-30 June, 1-31 July, 1-15 August with option for closing/cleaning the Dining Facility kitchen on or about August 16,17 and 18. The applicable NAICS is 722310 with a size standard of $20.5 million. This notice of intent is not a request for quotation or a solicitation of offers. Interested parties may submit their capabilities and qualifications to perform the effort via email to the designated representative. Be sure to include how you would provide sufficient cooks despite little notice. Responses to this notice must be received within five calendar days of the date of this notice via email. A determination by the Government not to compete this requirement, upon receipt of response to this notice, is solely at the discretion of the Government. No solicitation will be available.
