Description
A MARKET SURVEY is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Construct a standard design 32,900-square foot Chapel Complex, which includes a worship center, activity/fellowship center, resource center, multimedia center, religious education classrooms, kitchen, storage areas, restrooms, and circulation area. The project includes a covered dropoff. Supporting facilities include utilities; paving, walks, curbs, and gutters; parking; access roads; storm drainage; emergency and security lighting; ATFP measures; information systems; landscaping and site improvements. Measures in accordance with the DoD Minimum Antiterrorism Standards for Buildings will be provided. Access for persons with disabilities will be provided. Contract duration is 480 days and the estimated cost range is between $10,000,000 and $25,000,000 but closer to $10,000,000. Please NOTE: This is the estimated construction award amount and does not include real estate, S&A, DDC or contingency. All interested, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before March 12, 2010, 12:00 noon Eastern Standard Time. Responses should include: (1) Identification of the company as a Small Business and if applicable, the type of SBA program(s) (HubZone, 8(a), Small Disadvantaged Veteran-Owned Business, etc.) as appropriate. (2) Past Experience- Provide descriptions your firms past experience on projects with greater than 50% construction complete or those projects completed within the last 5 years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include: Churches, theaters, college level educational facilities, office buildings and city halls (descending order of similarity) (type of construction - office, warehouse, labs, pre-engineered, maintenance shops, storage facilities, single story, multiple story, etc.) Projects similar in size will include: New construction including site work, 10,000-SF or greater (magnitude approximate square footages of major features admin, storage, parking, etc.) Projects of similar dollar value will include: $4M or greater (give an approximate range or minimum dollar figure) (3) capability of obtaining performance and payment bonds for the project in the dollar range listed above, (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified/certified Small Businesses do not respond, this planned contract action will be converted to a full and open competition.
