- The U.S. Environmental Protection Agency (US EPA) has issued a Request for Proposal (RFP), on February 11, 2010 for a competitive procurement, set aside for Small Businesses. Proposals will be due approximately 45 days after the RFP issuance date. The NAICS code number 712110 has a size standard of $7 million in average annual receipts over the last three years. Competition will be open to all small business firms nationwide. The resulting contract will be a time and materials contract pertaining to the design of the exhibit and a firm fixed price component regarding the building and installation of the exhibit. The purpose of this contract is to design, detail, fabricate, transport to the site, and install a low-maintenance, permanent, engaging, multi-sensory interactive exhibit and associated elements for EPA's National Computer Center's (NCC) lobby area of their North Carolina facility. The intent of this work is to provide a new exhibit that is innovative, interactive, high tech in appearance and aesthetically matches the facility, while portraying information of interest to visitors of the NCC about the organization's services, accomplishments and facility features. The contract will be for one exhibit and will not include an option. A pre-proposal conference is being planned and further details will be provided. The contractor shall be licensed under all applicable county, city, state, and federal laws to perform the aforementioned work. All prospective offerors must be actively registered in the Central Contractor Registration (CCR). The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR part 15, Contracting by Negotiation. Offerors will be asked to submit a technical and cost proposal for the contract, as well as relevant past performance information. All responsible small businesses may submit a proposal which shall be considered by the agency. The EPA will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or price and other factors as well as design considered. For this solicitation, all evaluation factors, other than cost or price, when combined are significantly more important than cost or price. The solicitation and any amendments will be available on the internet at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the internet. If you obtain a copy of the solicitation via the internet, it will be your responsibility to frequently check the website where the solicitation is posted for any amendments.
