Description
This is a 16 month bulk fuel requirement of Turbine Fuel, Aviation JP5 and storage for DFSP Augusta, Sicily, with three six month option periods. Details of the requirements for this procurement are as follows: Turbine Fuel, Aviation JP5, NSN: 9130-00-273-2379 Specification: MIL-DTL-5624U, dated January 5, 2004 Basic Year Quantity: 33,300,000 U.S. Gallons (USG), Purchase Program 1.1d Three Six Month Options: 12,500,000 USG Each Total Requirement: 70,800,000 USG Basic Delivery Period is from July 1, 2010 through October 31, 2011 plus a 30-day carry over period. The 30-day carry over period allows for delivery of orders placed prior to the end of the ordering period. In addition, there will be three six month option periods. The delivery period of the first option period will begin November 1, 2011 and end April 30, 2012. Each option will include a 30-day carry-over period. Offerors must be able to deliver product via pipeline to NAS Sigonella and/or the NATO Pier when sufficient storage at the DFSP is not available due to construction and repairs. Contractor owned storage with the capability to hold a minimum of 165,000 BBLS is required to guarantee a continuous supply of JP5. Under the authority of FAR 6.302-1, this requirement has been identified for non-competitive contract action. DESC intends to enter into a sole source contractual arrangement with Exxon Mobil Fuels Marketing Company as it is the only known source with the necessary capability to satisfy this requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation will be available on the World Wide Web at www.fedbizopps.gov and http://www.desc.dla.mil on or about March 30, 2010. An item under this acquisition may be subject to an agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars.
