- This is a sources sought notice and is not a request for proposal or bid. This is not a commitment by the government. Offers or proposals will not be accepted. This is not a presolicitation or solicitation. The intent of this sources sought notice is to determine if there are 8(a), Service Disabled Veteran Owned (SDVO), Small Disadvantaged Business, HUBZone small businesses, or Women Owned Small business contractors capable of conducting Abatement Surveys and Monitoring Services which include the following: Determine the presence, location, and quantity of hazardous Building Materials in or on buildings, facilities, or structures by sampling, analysis, inspection, survey and reporting methods and techniques in accordance with all federal, state, and local environmental/safety laws and regulations. Perform occupational and environmental health sampling throughout fort Bliss, TX for asbestos, mold and lead based paint. This includes sampling such as lead based paint testing via bulk sample or portable x-ray Fluorescence (XRF) paint film testing; lead in soil; lead dust wipe, asbestos, mold, and lead. Occupational and environmental health sampling shall be performed in accordance with all federal, state and local environmental/safety laws and regulations. Monitor contracted activities to ensure that all work involving lead-based paint, mold, and asbestos-containing material are being performed in accordance with the contract, specifications and all applicable local, state, interstate, federal and Army requirements. For each day which the contract is monitored, the contractor shall provide a report of findings and recommendations. Services will be performed on the Fort Bliss Military Reservation including main post, Biggs Army Airfield areas, William Beaumont Army Medical Center areas, and Logan Heights areas in El Paso County, Texas. Work may also be accomplished at various range locations in the counties of Dona Ana and Otero in the southern part of the state of New Mexico. The contemplated Contract is a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) for a performance period of one year. We are requesting capability packages from Small businesses. The primary applicable North American Industrial Classification System (NAICS) code this work falls under is 541620 Environmental Consulting Services. The small business size standard of $7.0 million will apply.
