Description
SAMPLE PICTURE OF TRAILER CONCEPT SOLICITATION (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and written solicitation will not be issued. (II) This solicitation is issued under Request for Proposal (RFP) number W912L1-10-R-0018. All proposals shall reference the RFP number and shall be submitted by 11:00 A.M. local time on 31 March 2010. The anticipated award date is 30 April 2010. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 2005-27 dated 17 Sep 2008. (IV)This acquisition is reserved for small business concerns; however, the Government is accepting proposals from small business concerns and large businesses. In the event of insufficient small business concern participation (minimum of two), award may be made to participating large business. The North American Industry Classification system code (NAICS) 423110, size standard of 100 employees. (V) Contract line item and quantity: 0001, 1 ea (VI) Description of requirements for the items to be acquired: Furnish all labor, material, supervision, and associated services to construct a utility/cargo trailer per information listed on solicitation. (VII) Delivery: Reference solicitation. (VIII) The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) FAR 52.212-2, Evaluation - Commercial Items. The Government will award a firm-fixed priced contract resulting from this solicitation, to the responsible offeror whose offer conforming to the solicitation will be Best Value to the Government. Best Value is the most advantageous offer, price and other factors considered with the Government's stated importance of evaluation criteria. The Technical factors will include materials, design, construction processes. Technical and Past Performance when combined, are considered equally important with Price. The Government intends to evaluate proposals and award a contract without discussions, therefore, offerors initial proposal should contain the offerors best terms from a cost or price and technical standpoint. The vendor submittal requirements are as follows: 1. TECHNICAL DATA - items or submittals to indicate materials used, typical design of trailer and processes. 2. PAST PERFORMANCE: The offeror shall submit (with quote) past/present performance narratives for the firm on not less than three (3) or more than five (5) contracts that demonstrate experience in performing work that is similar in scope, size complexity, and client type to the requirements of the Statement of Work (SOW). Include points of contact and telephone numbers. Pricing should be submitted as a separate attachment. 3. PRICING: The vendor should submit pricing. The proposed price should include delivery to the Texas Air National Guard, 14657 Sneider Street, Bldg 1382, Houston, TX 77034-5582 (X) FAR 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items (Offerors shall include a completed copy as part of their quote or a completed registration on the ORCA website (https://orca.bpn.gov/login.aspx).
