- This is not a request for proposals. No solicitation package is available. This announcement is being issued to request two copies of an SF 330 from qualified and eligible 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. The Department of Veterans Affairs (VA), Veterans Affairs Medical Center (CVAMC), Coatesville, PA, is soliciting Architecture/Engineering (AE) firms to provide services for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract or contracts for A/E design services that include multiple A/E disciplines. NAICS Codes 541310 and 541330 are applicable with a size standard of $4.5 million. The CVAMC plans to award at least one Firm Fixed Price contract to meet requirements but reserves the right to make multiple awards. The intended IDIQ(s) will be for a period of one year from the date of award with options to extend the term of the contract for two (2) additional one year periods to be issued at the discretion of the Government, or until the maximum contract award amount of $490,000 is reached. A minimum of $1,000 will be guaranteed over the life of the contract including any exercised options. The resultant contract(s) shall provide the framework for obtaining professional services required to deliver designs for various projects at the CVAMC or its outpatient treatment centers (CBOCs). The A/E services are intended for projects that are primarily multi-discipline in nature; however, projects may involve a single discipline or a combination of the architectural, civil, electrical, landscape, mechanical plumbing, or structural disciplines, or other engineering services. Designs shall be in accordance with applicable Federal Regulations, VA design criteria, current code requirements, and contract requirements specified herein including the Statement of Work. Each project shall be identified on a unique task order and subject to the terms, conditions, and specifications of the respective task order contract. Individual task orders will be separately negotiated and will be limited to $99,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center, Coatesville, PA. Interested firms must submit two (2) copies of SF330 with appropriate documentation and information to Carol L. Pomraning, Contracting Officer (542/90C), VAMC, Building 19S, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business (4:30 PM, EST), Friday, March 26, 2010. A/E firms must be registered at www.ccr.gov and www.vetbiz.gov. The award(s) is/are subject to the availability of FY 10 funding. Selection of the firm(s) will be in strict compliance with FAR Part 36 and VAAR 836 evaluation procedures. After an initial "shortlist' evaluation, the most highly ranked firms will be invited to the CVAMC for oral presentations and evaluation. The highest rated firm or firms will be selected for negotiations. See numbered notes 24 and 25.
