Description
This Request for Information (RFI) is issued for information and planning purposesand is not to be construed as a commitment by the Government nor will the Government payfor information solicited. Respondents will not be notified of the results of theevaluation. No solicitation exists; therefore, do not request a copy of thesolicitation. If a solicitation is released it will be synopsized in FedBizOpps and onthe NASA Acquisition Internet Service.It is the potential offerors responsibility tomonitor these sites for the release of any solicitation or synopsis.NASA/KSC is hereby soliciting information about potential sources to support theInformation Technology Directorates Design Visualization Lab, located at the KennedySpace Center, Florida.The Design Visualization Lab develops 3-D laser scans, 3-Dmodels, Visualizations, Simulations and Animations. The lab must have the necessarystaff to generate, maintain and modify these products.In addition, the personnel mustbe able to develop tools when necessary due specific customer needs that cannot be met inwhole or in part from commercial off the shelf software (COTS). Also, the infrastructurenecessary to develop, run, sustain and modify the products of the lab must be operatedand maintained in proper operating condition.3D Modeling - The contractor must be able to create 3D models from drawings, laser scansof existing equipment, surveys and rough measurements of facilities or conceptual modelsbased on customer requirements. The contractor should be fully skilled in 3D modeling inPro Engineer Wildfire 3.0, and Catia/Delmia V5R19.3D Model Conversion - The contractor must be able to use 3D models provided by customerorganizations. This includes but is not limited to Pro Engineer, Catia, Solidworks, NX,Autocad, Solid Edge and Microstation. For animation tools this includes Lightwave, 3DStudio Max, Maya and Poser. The contractor must also be able to use third partyconversion tools such as Polytrans, Theorem and others. Knowledge of VRML, STEP, IGESand STL formats are required.Non-Contact 3D Digitization - The contractor must be able to create point clouds using avariety of laser scanning, photogrammetry and surveying instruments and systems. The contractor must be able to perform scans with multiple instruments at the same time,and must be able correlate the data from each instrument together. In addition, thecontractor must be able to perform the scans in a way that the overall error of the scanperformed is within acceptable limits.The contractor must be able to use Solidworks tocompare point cloud data with 3D models of existing facilities, equipment and flighthardware.Simulation - The contractor must be able to create ground operations processingsimulations using Catia/Delmia V5R19. This includes being able to use Catia DMUKinematics, Delmia Device Building, Catia Electrical Harness Installation AssemblyWorkbench, Catia Digital Shape Editor Workbench, and Catia Human Builder Workbench amongothers.Programming - The contractor must be familiar with Catia's CAA API, and the Pro Engineerdevelopment environment, and the Torque Gaming Engine to support the DON development.Video Editing - The contractor must be able to use both an Matrox Axio LE HD Non-LinearVideo Editing system using Adobe Premier CS4 and a Leitch Velocity Q Non-Linear VideoEditing System. The contractor must be able to edit video using these systems, applynarration, sound effects and music as required by each video project. The contractor mustbe able to produce finished videos in a variety of formats, NTSC, HD, MPEG1, MPEG 2, WMVand MOV using industry standard compression algorithms that allow playback on a Windowsand/or Apple PC or laptop. The contractor must be able to produce hard copy of finishedvideos on standard media in a Blu-Ray, DVD or iPhone Device.System Administration - The contractor will have full responsibility for the operation,maintenance, troubleshooting, repair and upkeep of all lab systems. This includes 64 bitengineering workstations, the video editing equipment, a Windows 2003 Server, a VITYvideo controller, many varieties of Extron equipment, and many other pieces ofequipment. The contractor must be able to implement the labs security plan plus be ableto make all updates to the security plan as needed and be able to satisfy all theverification requirements as instructed by NASA Security.INSTRUCTONS:Interested offerors/vendors having the required specialized capabilities to meet theabove requirements should submit a capability statement of two pages or less documentingtheir ability and past experience in performing similar efforts as described above.Responses must include the following: name and address of firm, synopsis of relevant workperformed in the past five years, point of contact address and phone number, businesssize, NAICS and CAGE code, and if you have a Federal Supply Schedule, please include thecontract number. All responses will be forwarded to the technical team for review ofcapabilities. Respondents deemed fully qualified will be considered in any resultantsolicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to Regina Clifton no later thanWednesday, March 10, 2010.
