- The NATO Communication & Information Systems Services Agency (NCSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of an internal audit in the NCSA. The contractor must be capable of performing an internal audit in the NCSA to ensure compliance with established rules and guidelines. NCSA is serving as the procurement agency for this project, which was authorized by the MBC. NCSA intends to use the two envelope bid procedure. Partial bidding is not authorized. The estimated value of this project is not available at this time. The reference for this project is NCSA-NCHQ-10-04 and all correspondence in relation to this procurement shall refer to this reference. The Department of Commerce will be using the same reference. SCOPE OF PROJECT The procurement consists of a base contract for seven months in 2010 with the possibility of up to two one-year support options (2011, 2012). Potential bidders must be in possession of a current NATO SECRET facility clearance. The services shall be rendered by consultants in possession of a valid NATO SECRET clearance. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB.
