- Drawings Zip file 1 of 2 Solicitation for Harriet Lane Sewage Piping Specification dated Feb 3, 2010 Rev 0 Drawings Zip file 2 of 2 The United States Coast Guard Surface Forces Logistics Center hereby issues a Solicitation for Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC HARRIET LANE (WMEC-903), a 270 Foot A Class Medium Endurance Cutter. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition is issued as a Request for Quote (RFQ), on February 23, 2010. The RFQ is issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an option automatic notification service. THE ACQUISITION IS BEING SOLICITED AS A SMALL BUSINESS SET ASIDE. The acquisition is for Dockside repairs to the USCGC HARRIET LANE (WMEC-903) homeport in Portsmouth, VA. The performance period will be fourteen (14) calendar days with a start date on 1 June 2010. The place of performance will be at the homepier facility. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC HARRIET LANE (WMEC-903). This work will include, but is not limited to: (1-D) Clean Sewage Piping System (2-D) Clean and Inspect Sewage Collection and Holding Tanks (A-0) Composite Labor Rate (B-D) GFP Report – Not Separately Priced (C-D) Travel and Perdiem This solicitation may contain welding line items as either Definitive or Optional Items. With his/her quote the Contractor shall provide the necessary welding certifications and qualifications as required by the specification for the applicable work item(s), and MLCA Standard Specification 0740_STD. Subsequent to contract award, the Government will require the Contractor to submit applicable certifications and qualifications to the COTR for any welding to be performed on any proposed change request. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are available with the issue of the solicitation and are posted with the specification on FEDBIZOPS. CD-ROM sets will be available upon request for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. SFLC must have three (3) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. For information concerning this acquisition, contact the Contracting Official listed below.
