Description
The Forest Service, Northern Region, Northern Rockies Geographic Area, will be soliciting quotes for water handling equipment to include wildland fire fighting engines (Type 3 through 6) and support water tenders (Type 1 through 3) for fire suppression, all risk incidents, and severity. The resulting Incident Blanket Purchase Agreements (IBPA) will be three year agreements. Quotes shall be submitted electronically to the Virtual Incident Procurement System (VIPR). The Vendor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, supervision, and management of those personnel necessary to meet the Agreement specifications. In order to respond to this solicitation, vendors must obtain a level 2 eAuthentication signature, install the free formatta software required to open the solicitation, have a valid e-mail address, register in CCR and ORCA, and submit required documentation. Level 2 eAuthentication provides the ability to conduct official electronic business transactions via the internet. Level 2 eAuthentication information is located at http://www.eauth.egov.usda.gov/ Formatta Filler Software is required in order to view and fill in the necessary electronic solicitation forms. Formatta Filler Software is free software and is available at: http://www.formatta.com/index.html Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. VIPR information, including vendor support and user guides, dispatch center lookup, FAQs, USDA eAuthentication, Dispatch Priority Lists, and VIPR Preseason Agreements are available at the following website: http://www.fs.fed.us/business/incident/vipr.php This is a total small business set-aside. Awards resulting from this solicitation will be made using the Cascading Set-Aside procedure. Multiple awards of IBPAs resulting from this solicitation will be made using the following cascading set-aside order of preference, Service Disabled Veteran Owned Small Business AND HUBZone small business concerns, followed by small business concerns. This solicitation will only be available electronically and will be posted to the Federal Business Opportunity website on or about February 23, 2010. No telephone requests for the solicitation will be accepted; no paper copies will be issued. Pre-proposal meetings are scheduled, March 9 in Billings MT, March 10 in Helena MT, March 11 in Missoula MT, and March 16 in Coeur dAlene ID.
