Description
U.S. Customs and Border Protection (CBP) intends to award a sole source procurement to the OHIO OFFICE OF INFORMATION TECHNOLOGY, SERVICE DELIVERY DIVISION, 2323 W. 5th STE 140 Columbus Ohio 43226. The purpose of this acquisition is to obtain access to the State of Ohio owned law enforcement radio communication system frequency. This radio frequency access will be used for mission essential radio communication with other law enforcement agencies in support of the U.S. Border Patrol. This service is solely for access to the radio frequency, and does not include the purchase of any supplies. The North American Industry Classification System (NAICS) code for this acquisition is 921190, this is not a small business set aside. Ohio Office of Information Technology is uniquely qualified to provide these services due to the fact that no other vendor has been found that is able to provide this specific frequency access. The Ohio Office of Information and Technology appears to be the sole vendor capable of providing access to this frequency. In accordance with FAR 6.301 “Only one responsible source and no other supplies or services will satisfy Agency requirements”, CBP has determined the Ohio Office of Information Technology to be the only vendor capable of satisfying the requirements stated above. This notice of intent is not a request for competitive proposals. Notwithstanding, any interested vendor that believes it is capable of meeting the requirement stated herein may submit written qualifications, which if received within 5 calendar days of the date of this announcement, will be considered. Interested vendors shall provide detailed information outlining their capabilities – any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
