- Mass Storage & Content Digitization Study COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This is an unrestricted solicitation. The Government will issue an order to the responsible contractor, with acceptable past performance, submitting the lowest technically acceptable meet the salient features provided in the solicitation offer/quotation. Solicitation/synopsis reference number HQ0516-10-T-0001 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word "quoter" substitute for "offeror". Provisions and clauses are those in effects through Federal Acquisition Circular 2005-29. Reference clauses may be accessed electronically at http://farsite.hill.af.mil/farsite.html. (1) FAR 52.212-1 Instructions to Offers - Commercial Items) (June 2008): (a) Re para (a): NAICS 541512; small business sized standard is 100 employees. (b) Note that para (k) requires quoter to be registered with Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation - Commercial Items) (JAN 1999) with the following insertion in para (a) "Lowest priced technically acceptable and acceptable past performance". Technical evaluation will be whether quoted items satisfy all requirements in line items in solicitation. (3) QUOTATIONS MUST BE RECEIVED BY 2:00PM EASTERN TIME 09 MARCH 2010 IN ORDER TO BE CONSIDERED. Please use the attached "Offeror Information" form to submit your offer/quote. Quotations may be emailed to helen.hill@dma.mil or sent via fax: (703) 325-7989. Due to technical issues email and fax may not be result in your proposal arriving before the cut-off time, please allow extra time if you're sending your quote via electronic means. (4) Quotations must include completed copy of provisions at FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) (AUG 2009) with Alt I (APR 2002). (5) CLINs 0001 GOVERNMENT REQUIREMENT (I.E. LINE ITEM DESCRIPTIONS, DELIVERY INFORMATION AND CLAUSES/PROVISIONS) IS PROVIDED IN THE ATTACHED ‘REQUEST FOR OFFER/QUOTES". (6) Contractor's offer/quotes must be FOB Destination or will be considered non-responsive. (7) Contractor are encouraged but not required to quote on all items. The items are to be shipped to: Defense Media Activity (DMA) CRP Belvoir 5921 16th Street Bldg. 190 Ft. Belvoir VA 20060 (8) Quotation of GSA Schedule prices is permitted and they will be evaluated. All quotes/offers must provide, if applicable, GSA contract information. They must also identify whether items are on the GSA schedule or "Open Market" items. An award of a delivery order based upon GSA schedule prices could be outcome of this solicitation. (9) Pricing/quote must provide for any and all costs to include administrative, shipping and/or miscellaneous costs. (10) Vendors previously contacted for market research must respond to this RFQ to be considered for award.
