Description
NASA/KSC has a requirement for RTI DDS licenses and annual maintenance.NASA/KSC intends to purchase the items from Real-Time Innovations, Inc. RTI DDS iscurrently supported on multiple platforms being used in the KSC Launch Control System(LCS) development effort such as RedHat Linux and Sun Solaris for Sparc. A market surveywas performed looking at the salient features of DDS implementation. The survey concludedthat the RTI DDS product is the only product that can satisfy all of the requirements ofthe KSC NE-C LCS development effort as it provides a data centric model for managingcomplexity in the system infrastructure. The additional capabilities associated withmessage topic queries, as well as the fault tolerance aspect, significantly reduce therisk of developing similar capabilities at KSC resulting in a reduction in the man hoursrequired to develop the Launch Control System. In addition, this RTI DDS product allowsfor a change in COTs products if needed with minimal impact to the LCS architecture. Furthermore, the requested license renewals and software support are specificallydesignated to be compliant with the existing licensed software products, operatingsystems, and hardware platforms, and cannot be substituted with another manufacturersproduct. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 3/10/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.[OMBUDSMAN STATEMENT IS REQUIRED]An Ombudsman has been appointed.
