Description
PRE-SOLICITATION NOTICE: The VA Healthcare Network Upstate New York (VISN 2) intends to issue one solicitation to request proposals for two construction projects to be performed at the VA Medical Center, 800 Irving Ave, Syracuse New York 13211. INTERESTED PARTIES SHOULD PAY PARTICULAR ATTENTION TO THE FOLLOWING. The first requirement, Project #528A7-09-721 - Upgrade Electrical Panels Boards, is a RECOVERY ACT PROJECT. The second requirement, Project #528A7-10-709 - Separate Life Safety Branch Circuits, is not a Recovery Act project. NOTE: Two separate contracts will be awarded as a result of this solicitation. This Request for Proposal is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Offers from other than SDVOSB concerns will not be considered and shall be rejected. Please pay particular attention to the evaluation section of this solicitation. The Request for Proposal will contain a separate line for each project in Block 17 of the SF 1442. Relevant to Recovery Act Project #528A8-09-721, the CONTRACTOR shall supply all supervision, labor, equipment, materials, and incidentals required for electrical work associated with the retrofit or replacement of specified existing panel boards. The contractor shall be required to report to www.federalreporting.gov for this project ONLY. Relevant to NRM Project # 528A7-10-709, the Contractor shall supply all supervision, labor, equipment, materials, and incidentals required for replacement of elevator feeder, supply and installation of new life safety branch circuit feeder and 13 new life safety panel boards, and replacement of existing panel boards E11C-A and ELC-DPA as shown on plans. Award will be made on a competitive basis under Federal Acquisition Regulations (FAR) 15 to a responsible CONTRACTOR responding to this solicitation. The CONTRACTOR is required to perform a minimum of 15% of the total work with their own forces. This does not include paperwork, submittals, etc. The CONTRACTOR must be registered under the NAICS code 238210 and must be registered and verified in the following websites: www.ccr.gov; and https://orca.bpn.gov to be eligible for award. Offerors must ensure their registrations are updated, correct, and have not expired. Solicitation packages will be available on or about 2/23/10 at FedBizOps.gov. All questions concerning these projects must be in writing (no phone calls will be accepted) and submitted to the Contracting Officer (Jonathan Aikin) at the following e-mail address: jonathan.aikin@va.gov. Offers are due no later than 11:00 a.m. local time on Thursday, March 25, 2010. Proposals are to be submitted electronically to the following e-mail jonathan.aikin@va.gov. NAICS: 238210- Electrical Contractors applies. Size Standard: $14.0 million. PROJECT COST RANGE: $1,000,000.00-$2,000,000.00. Offerors are encouraged to attend the Pre-Proposal conference and walk-through scheduled for Thursday, March 11, 2010, at 10:30 a.m. local time. The Pre-Proposal conference will be conducted the VA Syracuse Medical Center, in the A&MM Conference Room, Ground Floor, Building Two, 800 Irving Ave., Syracuse NY 13210. Additional walk-throughs will not be scheduled. Please e-mail the Contracting Officer (Jonathan Aikin) to confirm the date and time of the schedule walk thru.
