DRAFT STATEMENT OF WORK for Naval Surface Warfare Center, Panama City Division, Aviation Unit Helicopter Maintenance Support Sources Sought Competition - Panama City February 23, 2010 N00421-10-R-1040 The Naval Air Systems Command Aircraft Division (AIR 2.5.1.7), Patuxent River, MD 20670 announces its intention to procure on a competitive basis, support services for the MH-60S aircraft attached to the Naval Surface Warfare Center, Panama City Division, Florida. The attached Draft Statement of Work outlines the following services required for this contract: Organizational & Intermediate Level Maintenance for two MH-60S aircraft, performance of all maintenance & inspections of the Advanced Life Support Systems (ALSS), Ground Support Equipment, Cartridge Actuated Devices (CADS); management of aircraft and material receiving, screening and in-processing, Central Technical Publications Library (CTPL), Individual Material Readiness List (IMRL), Metrology & Calibration (METCAL), Tool Control, and Hazardous Materials (HAZMAT). THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS for this requirement is 488190 with a size standard of 7 million. The incumbent contractor is MacAulay-Brown, Inc., of Dayton, OH. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Incumbent: MacAulay-Brown, Inc., FA8108-09-D-0010 Set-Aside: TBD Contract Type: The contract is planned primarily as Firm-fixed-price type contract and is expected to have a 5-year period of performance. A performance-based Cost-Plus-Fixed-Fee is also expected in this contract. Attachments: Draft Statement of Work REQUIREMENTS: See attached Draft SOW. SUBMITTAL INFORMATION It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) for the attached Draft SOW. The capabilities statement shall demonstrate the company’s ability to perform the services in the attached Draft SOW. This document must address, at a minimum, the following: 1) prior/current corporate experience performing efforts of similar size and scope within the last 3 years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the Draft SOW, 2) company profile to include number of employees, annual revenue history, office location, DUNS number, and a statement regarding current small business size status, 3) company’s ability to perform 50% of the work, and 4) company’s ability to begin performance.
