- THIS IS A PRESOLICITATION NOTICE The Department of Navy (DoN) guidance states that classified General Schedule (GS) position descriptions (PD) will be the main tool used to transition National Security Personnel System (NSPS) employees into the appropriate grade of their GS position. MSC must perform a review of all PDs in preparation for the Command’s transition from the NSPS back to the GS system as required by the National Defense Authorization Act for Fiscal Year 2010 (NDAA 2010) and DOD and DoN guidance. MSC requires contractor services to support this review. This acquisition will be restricted to companies classified as small business concerns under NAICS 541612 (Human Resources and Executive Search Consulting Services). This will be a firm fixed price-level of effort order. The solicitation resulting from this notice will be available ON OR ABOUT 24 FEBRUARY 2010. ONCE THE RFQ IS POSTED it will be available at www.msc.navy.mil. Click on "Contracts" (upper right hand corner of the screen), click on "Request for Proposals”, search for solicitation number N00033-10-T-9015, and follow the download instructions. THE RFQ HAS BEEN POSTED AND IS NOW AVAILABLE ON MSC'S CONTRACTING WEBSITE.
