- RECOVERY This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the requirements of the act. In addition to the usual FAR clauses, pertinent ARRA clauses will apply to the solicitation and subsequent contract; see the RFQ for all applicable clauses.Treasury symbol TAS::14 1035 DSC::TAS A site visit is recommended prior to submitting your offer. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is under $25,000. PROJECT LOCATION: Stehekin is located at the head of Lake Chelan, 55 miles from the town of Chelan, WA, within Lake Chelan National Recreation Area. Maps, description, accommodations, and services may be viewed at www.nps.gov/lach or http://www.nps.gov/archive/noca/focus/focus.htm or http://www.stehekinvalley.com/. The only access is by public passenger-only ferry, barge, private vessel, or float plane from Chelan. The work site is approximately 8 miles north of the Landing. Contractors are advised that barges run infrequently and it is recommended that Contractors verify scheduled runs and costs, or cost of charter runs, with the barge company before submitting an offer. Some tools and materials may be sent on the passenger ferry. SOLICITATION DETAILS: This is a best value procurement set-aside for emerging small business concerns in accordance with the Small Business Competitiveness Demonstration Program (FAR Part 19.10). The NAICS code for this project is 238910 and the emerging small business size standard is $7.0 million, average annual gross receipts for the past three years. The electronic Request for Proposals will be available on February 22, 2010, at www.fbo.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov. No hard copies of the solicitation will be mailed or issued. It is the contractor's responsibility to check the NBC internet site for any posted changes to the solicitation. The Government reserves the right to cancel this solicitation. Prior to award the successful offeror must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov.
