Review, Analysis and Recommendations for Organizational Blended Learning Department of Veterans Affairs Health Administration Center REQUEST FOR INFORMATION 1.0SUBJECT The VA Health Administration Center (HAC) is issuing this Request for Information (RFI) to take the appropriate measures, in accordance with the Department of Veterans Affairs (VA), Health Administration Center (HAC) laws, regulations, and requirements to determine estimated duration, resources needed and cost in performing an analysis of and recommendations for the HAC Blended Learning Program. 2.0DESCRIPTION Currently, the HAC trainers provide instruction to new employees for our major production divisions: CPD, CSC, and SSD. All instruction is taught in a computer classroom by one instructor, who teaches the content and then answers questions while students try to do the work on the computer or equipment. We strive to make the training as interactive as possible; however, the actual computer work does not provide feedback to the student, indicating whether the work is correct or not or how to correct it. It is the instructors duty to answer these questions with the students, who may be working on different documents from each other. This RFI is being solicited by the VA's HAC to determine level of effort and estimated cost in reviewing and making recommendations for the direction and strategy necessary to increase HAC production training efficiency and effectiveness, while meeting the needs of its various internal customers. The recommendations should include a summary of resources required and projected timeframes. The analysis and recommendations will be based on best practices in e-learning design and deployment. Blended learning is defined as utilization of the best aspects of e-learning and instructor led training. All recommendations should be workable within VA information security regulations and technical constraints. Specifically, this RFI seeks the following deliverables: The Vendor will perform a high level analysis of HAC training needs and current e-learning logical plan in prioritized order to develop a blended learning program. The Vendor will create a high level blended learning project plan that provides estimates for the following: -Milestones -Total time to complete the project -Associated project staffing and equipment and costs, taking into account the current 2 FTEs dedicated to designing and creating e-learning. The Vendor will provide a mid level written report, documenting the final, more detailed training needs analysis and strategic plan for HAC Blended Learning. The report will outline the approach and recommendations for implementing the project. The Vendor will provide a cost report that outlines cost of resources and total expected cost of the project. The Vendor will deliver the project plan and the mid level report plus cost analysis after assessment and analysis are completed. All deliverables and other material (software and reports) generated by the Vendor in the performance of this RFI are the property of the United States Government and are confidential. 3.0ADMINSTRATION QUALITY ASSURANCE (QA) The Vendor will have sufficient expertise in the area of best practice elearning design and deployment, blended learning design and deployment and software/hardware/staffing needs to accomplish the proposed plan. 4.0PERSONNEL QUALIFICATIONS AND EXPERIENCE The Vendor must have a minimum of three years fulltime experience in the performing similar functions and duties. The Vendor and its assigned sub Vendors shall be able to speak, read, write and understand English at a college level or greater. 5.0PRIOR PERFORMANCE Past performance shall be defined as quality of deliverables, timeliness and adherence to deadlines, client satisfaction on similar work. Past performance shall be demonstrated by detailed descriptions of prior similar work in three engagements, including name, position, email address and phone number of the customer for each engagement. The Government may contact references provided by the Vendor. 6.0TECHNICAL CAPABILITY/METHODOLOGY Knowledge of functional requirements: The Vendors knowledge of elearning and blended learning, as well as thorough understanding of what constitutes state-of-the-art and best practices in the development and production of such learning. The Vendors knowledge of elearning and blended learning design, construction, development, testing, implementation and deployment. Knowledge of Technical Requirements: Demonstrated understanding of the current state of the art concerning the technologies applicable to the purpose of this Request for Information (RFI), based on the completeness of the Vendors response to this RFI. Demonstrated understanding of the technical approach necessary for completing the tasks listed in this RFI, based on the completeness and correctness of the Vendors response to this RFI. 7.0CERTIFICATION REQUIREMENTS: The following information shall be submitted with RFI 1) Quantity and type of experience with Elearning and Blended Learning. 2) Quantity and type of knowledge and ability in analyzing and creating strategic direction for such training programs. 3) Quantity and type of experience in implementing, designing, and supporting Elearning and Blended learning. 4) If GSA vendor, include GSA contract information including expiration date. 8.0SUBMISSION INFORMATION REQUIRED Please include, at a minimum, the following information in the initial paragraph of the submission: -Vendor Information, including point of contact -Vendor background, capabilities -Qualifications, including prior experience, in performing similar services. - Past experience/performance points of contact -Website -GSA or other GWAC, if available. Please include number, expiration date, etc... -Socioeconomic data -Tax ID 9.0DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.202 (e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract.
