- A MARKET SURVEY is being conducted to determine if there are adequate 8(a), HubZone or SDVSB contractors for this proposed contract for a Competitive Set-Aside Award. This announcement constitutes a Sources Sought Synopsis. The Federal Law Enforcement Training Center (FLETC), Glynco, Georgia an Agency of the U. S. Department of Homeland Security is seeking a qualified design and construction firm. This is not a Request for Proposal. The responses to this Synopsis will be used as a market research tool in order to determine if there are adequate 8(a), HubZone or SDVSB contractors for this proposed contract for a Competitive Set-Aside Award. The proposed contract is a design-build renovation project consisting of a 24,600 SF three story Administrative Office Building in support of training programs at the Federal Law Enforcement Training Facility, Glynco, Georgia. The project will include demolition to the structural elements then renovation to a new facility. ADA requirements shall apply to first floor only. Supporting facilities include all required utilities, fire detection, information systems, personnel elevators, sidewalks, landscaping, handicapped parking and other site improvements. This project is planned for advertising in April 2010; award of September 2010. Estimated contract duration is 550 days. The estimated range is between $5,000,000 and $10,000,000 and NAICS code 236220. The Small Business Sixe Standard is $33.5 million. The Government is not obligated and will not pay for any information received from potential sources as a result of this synopsis. All interested SBA HUBZone certified or SBA 8(a) certified or SDVOB contractors should notify this office in by e-mail to Alberta.abram@dhs.gov with "Sources Sought for Solicitation Number HSLGL-10-R-00010" in the subject line or fax by 2:00 PM on Feb 26, 2010 Georgia local time. LATE RESPONSES WILL NOT BE ACCEPTED. Capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) must include (1) Identification of the company as either SBA HUBZone certified or SBA 8(a) certified or SDVOB, number of employees, DUNS number and CAGE Code; (2) evidence of experience in work similar type, size (greater than $5,000,000 construction cost) and scope (greater than 24,000 SF) of the proposed project, contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, how the project was accomplished, and performance rating for the work; (3) provide evidence of bonding capability to the maximum magnitude of the project, and (4) evidence of a satisfactory relationship between the design contractor and the construction contractor. Responses are due February 26, 2010 by 2:00 p.m. EDT. Electronic copies of capability statements are acceptable. No telephone calls will be accepted. LATE RESPONSES WILL NOT BE ACCEPTED.
