Description
The Missile Defense Agency (MDA) intends to award a sole source contract to Lockheed Martin Maritime Systems and Sensors (LM MS2) of Moorestown, New Jersey to serve as the Aegis Ashore Engineering Agent (AAEA) and the Weapon System adaptation source for Aegis Ashore. This effort is part of the Aegis Ballistic Missile Defense (BMD) (MDA AB) Program and requires efforts to adapt, integrate, test, deliver, install and field the Aegis Weapon System (AWS) as an ashore configuration of BMD capability. The contractor shall provide program management, system engineering, computer program adaptation and test, system integration and test, and support certification, validation and verification for adapting the AWS to a removable shore configuration. The contractor shall provide design, installation, test, and checkout services and the necessary miscellaneous hardware to demonstrate the adapted AWS in an ashore configuration. The contractor shall assist with the design, assembly, and demonstration of the removable structure by working with the Government’s design and construction agent for the adaptable ashore system configuration. The contractor shall support the Ballistic Missile Defense System (BMDS) flight tests, ground tests, and simulation events en route to an operational capability for all ashore sites to include test sites. The contractor shall provide support and maintenance for the shore adapted AWS to include the transition and transfer. The contractor shall work in close collaboration with the Prime Contractors for the other MDA BMDS Elements and the MDA National Teams to optimize Aegis Ashore performance as part of the BMDS. LM MS2 has been the prime contractor for Aegis Weapon System (AWS) computer program development and the Aegis Combat Systems Engineering Agent (CSEA) since the inception of the Aegis Program in 1969. This contractor is a highly specialized source and no other suppliers or services will satisfy agency requirements for a functional removable Aegis adaptation at the Aegis Ashore Missile Defense Test Complex (AAMDTC) by CY13 in support of the test and evaluation necessary to achieve an Initial Operational Capability (IOC) in CY14. As a result of LM MS2’s involvement in the Aegis BMD Program, it is the only source that currently possesses the in-depth technical knowledge of the systems requirements to perform the work contemplated herein. No source, other than LM MS2 has access to the proprietary data, resident expertise, and resources to perform the work described herein. This expertise cannot be obtained by any other contractor within the anticipated period of performance without incurring substantial duplicative costs and risk. The anticipated period of performance for the effort is up to 10 years after contract award. The proposed contract action is for system engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304(c) (1) as implemented in FAR 6.302.
