- RECOVERY - THIS POSTING'S PURPOSE IS ONLY TO CONDUCT MARKET RESEARCH TO IDENTIFY POTENTIAL CONSTRUCTION CONTRACTOR. The NAICS for this project is 237310 (Road Construction) The Bureau of Indian Affairs has a need for some Road Construction projects and is issuing this Sources Sought to find qualified Tribally Owned Firms, American Indian Owned Firms, 8(a) Firms, Service Disabled Veteran Owned Firms, and Hub Zone Firms capable of performing Road Construction. This is a potential opportunity to construct two projects in two separate contracts, one of which falls under the American Recovery and Reinvestment Act (ARRA) and the other under the Indian Reservation Roads (IRR) Program. Any issuance of a solicitation and/or award(s) as a result of this market research will be contingent upon the contractor's willingness to report all necessary project information to www.federalreporting.gov on a quarterly basis and to the BIA on a monthly basis. Work under the ARRA project consist of furnishing all labor, equipment, transportation, material, services, and incidentals necessary to reconstruct an existing 16 FT wide, 0.1 Mile long, gravel road and replace it with a 20 FT wide, 700 FT long reinforced concrete road. Work under the IRR project consists of furnishing all labor, equipment, transportation, material, services, and incidentals necessary to reconstruct an existing 190 FT x 84 FT gravel parking lot and replace it with a reinforced concrete parking lot of the same dimensions. The existing road and parking lot are located on Department of Maintenance Road (BIA Route #0084), and Department of Maintenance Parking Lot (BIA Route #0081) on the Coushatta Tribe Reservation in Elton, Louisiana. Design and Engineering have been completed. Permits, archeological and NEPA clearances have been acquired. The Right-of-Way is being finalized. Both projects consist of, but are not limited to; mobilization, construction surveying and staking, material testing, traffic maintenance and control, clearing and grubbing, earthwork, electric, gas, sewer, water, and communication utilities, grade & drain, aggregate roadway, temporary and permanent erosion control, paving, stripping and signage. THIS IS NOT A REQUEST FOR QUOTES, PROPOSAL OR INVITATION FOR BIDS. The responses received from this posting will be used to compile a list of potential Prime Construction Contractors. Contractors must be currently registered in the Central Contractor's Registration (CCR). Contractors can register at www.ccr.gov. In addition, the contractor must be registered with www.federalreporting.gov. The Government is in no way obligated to do business with or to enter into in any form of contract with any person, firm or other entity that receives this inquiry. The inquiry neither states nor implies that future contracts will be awarded to persons, firms, or other entities responding to this inquiry. All interested parties shall respond with a notice of interest to include its company business status and any other capability information relating to the government need, no later than close of business March 5, 2010.
