- RECOVERY - THIS POSTING'S PURPOSE IS ONLY TO CONDUCT MARKET RESEARCH TO IDENTIFY POTENTIAL CONSTRUCTION CONTRACTORS. The NAICS for this project is 237310 (Road Construction) The Bureau of Indian Affairs has a need for some Road Construction projects and is issuing this Sources Sought to find qualified Tribally Owned Firms, American Indian Owned Firms, 8(a) Firms, Service Disabled Veteran Owned Firms, and Hub Zone Firms capable of performing Road Construction. This is a potential opportunity under the American Recovery and Reinvestment Act (ARRA). Any issuance of a solicitation and/or award as a result of this market research will be contingent upon the contractor's willingness to report all necessary project information to www.federalreporting.gov on a quarterly basis and to the BIA on a monthly basis. Work under this project consist of furnishing all labor, equipment, transportation, material, services, and incidentals necessary to reconstruct an existing 10 FT wide, 0.13 Mile long, dead end earth road and replace it with a paved road of the same length consisting of two 10 FT lanes, 2 FT shoulders and a 6 FT ditch, with a cul-de-sac at the end. The existing road is located on Osborne Road (BIA Route #1100) on the Catawba Indian Reservation in Rock Hill, South Carolina. Design and Engineering have been completed. Permits, archeological and NEPA clearances have been acquired. The Right-of-Way is being finalized. This project consists of, but is not limited to; mobilization, construction surveying and staking, material testing, traffic maintenance and control, clearing and grubbing, earthwork, electric, gas, sewer, water, and communication utilities, grade & drain, aggregate roadway, temporary and permanent erosion control, paving, stripping and signage. THIS IS NOT A REQUEST FOR QUOTES, PROPOSAL OR INVITATION FOR BIDS. The responses received from this posting will be used to compile a list of potential Prime Construction Contractors. Contractors must be registered in the Central Contractor's Registration (CCR). Contractors can register at www.ccr.gov. In addition, the contractor will be required to register with www.federalreporting.gov. The Government is in no way obligated to do business with or to enter into in any form of contract with any person, firm or other entity that receives this inquiry. The inquiry neither states nor implies that future contracts will be awarded to persons, firms, or other entities responding to this inquiry. All interested parties shall respond with a notice of interest to include its company business status and any other capability information relating to the government need, not later than close of business on 5 March 2010.
