Description
The US Army Corps of Engineers has a requirement for providing biological services and quality assurance assistance for the Juvenile Fish Transportation Program, in Eastern Washington State. This requirement is for a base year plus four (4) option years. Solicitation Documents will be available on FedBizOps on or about 5 March 2010. Solicitation is for a firm fixed price service contract. Solicitation is being posted for Full and Open Competition. The North American Industry Classification System (NAICS) code is 541712. Specific tasks include: assisting in the collection, sampling, bypass, and transport of juvenile salmonids; conducting regular facility inspections; providing assistance with gatewell dipping (if needed); water temperature collection at McNary Dam; the monitoring of outside groups engaged in research at the facilities; the dissemination and reporting of information (weekly reports, and joint annual report with Corps biologists) and the coordination of activities with biologists at other projects. Sampling for the collection, bypass and transport of juvenile salmonids takes place daily, 8 hours a day, 7 days a week during seasonal work contract periods at Lower Granite, Little Goose, Lower Monumental and McNary dams. More limited sampling for fish condition takes place twice a week at Ice Harbor Dam. Seasonal work contract periods will be approximately mid March through early November at four of the dams; early April through mid July at Ice Harbor. Fish are not collected for transport at Ice Harbor Dam. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http://www.ccr.gov. Offerors may complete their annual representations and certificates electronically at the ORCA website http://orca.bpn.gov.
