Description
RECOVERY--NASA/DFRC has a requirement for developing a Concept of Operations(CONOPS) document for routine civil and commercial Unmanned Aircraft Systems (UAS)operations in the National Airspace System (NAS) of the United States of America. Thereis also a requirement to assess the current state of the art with respect to the nationsability to achieve the operational environment described in the CONOPS. In support ofthese efforts, the Contractor will author a CONOPS for internal NASA use that is acompilation of current CONOPS from NASA, DOD, and DHS and one for consideration by theJoint Planning and Development Office (JPDO). They will use the CONOPS to conduct aninitial state of the art assessment to identify where technology gaps exist in being ableto implement the NextGen CONOPS.NASA/DFRC intends to purchase the items from Modern Technologies Solutions Inc. (MTSI),of Alexandria, VA. MTSI is in the unique position of being the only known commercialorganization which has written UAS NAS operations CONOPS. The United States uniformedmilitary services have written some documents, but they obviously do not compete withcommercial firms for Government contracts.MTSI has developed CONOPS for several key federal agencies, including the Department ofDefense, Homeland Security and NASA. In doing so, they have gained unique insight intoUAS by supporting NASAs ERAST and Access 5 projects where MTSI provided systemsengineering support and led a highly specialize collision avoidance flight test activity. In performing this testing and CONOPS preparation activity, MTSI developed the flighttest plans, defined the research requirements and supported the flight approval briefingsrequired by this procurement. As such they gained valuable, unique insight into UAScollision avoidance issues and data collection requirements for UAS collision avoidancetesting.Serving in these capacities MTSI has had to work closely with the regulators and decisionmakers in the Federal Aviation Administration (FAA) and has gained valuable and uniqueinsight into the FAAs perspective on how to integrate UAS into the NAS. They have alsodeveloped methodologies for assessing the safety of UAS operations that are currentlyviewed by the FAA as the most promising for eventually enabling routine UAS access to theNAS. MTSI is the only known firm with the knowledge and expertise resulting from thesetypes of multi-agency activities, and which are imperative to successful performance ofthis procurement.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:30 p.m. local timeon March 9, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
