- This is a pre-solicitation notice for the packing, crating, and local drayage of Direct Procurement Method (DPM) personal property for Robins AFB, GA. The contractor shall provide all personnel, equipment, facilities, supplies, services and materials for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through DPM. The requirement consists of 3 schedules: 1) Outbound Services, 2) Inbound Services, 3) Intra-City and Intra-Area Moves within designated counties in central Georgia. This acquisition will be solicited as a Request for Proposal utilizing FAR part 12, Commercial Procedures. This is a 100% Historically Underutilized Business Zones (HUBZones) small business set-aside under North American Industry Classification System code (NAICS) 488991-Packing and Crating. Best Value award selection will be based on Performance Price Tradeoff procedures. The resultant contract will be for a base period of one year with four additional one-year option periods. The period of performance is from 1 April 2010 through 31 March 2011 plus three one-year option periods. The solicitation shall be issued on or around 19 Feburary 2010. The date and time for the receipt of proposals will be listed on the solicitation package. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fbo.gov. Potential offerors are responsible for monitoring this website for the release of the solicitation package and any other pertinent information. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award.
