Description
Description(s): THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-82B1-S-10-0206 on or about March 10 for the RECOVERY Road 202 Resurfacing Project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after March 10, 2010 to obtain a copy of the solicitation. All future information about this acquisition will be distributed solely through this website. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a solicitation. RECOVERY Road 202 Resurfacing Project, Coeur d’Alene, Idaho. The Contractor shall rip the existing road surface for road crushing by obtaining enough material (2" or larger) from the roadbed and ditchlines to produce a layer of uncompacted crushed material a minimum of 6 inches deep covering the width of the existing road traveled way, turnouts and shoulders. The mobile road crusher (Forester C-2000 or equal) shall process the windrowed material, up to 16 inch diameter, to produce surface material to a 2 inch minus gradation. Crushed material shall be uniformly processed, shaped and compacted at the optimum moisture content to provide proper inslope or outslope for road surface drainage. Contractor shall construct Drain Dips, remove and install culverts, clean inlet and outlet of culverts and seed disturbed areas. The Contractor shall furnish labor, equipment, supervision, transportation, supplies, and incidentals (except government supplied materials) to perform all work. PROJECT LOCATION: The work is located north of I 90 approximately 12 miles northeast of Coeur d'Alene, Idaho. The project starts at the junction (Marie Creek Road) and Forest Road No, 202 in Township 50N, Range 2 West, Section 22 and ends on Forest Road No. 434 at Wolf Lodge Saddle in Township SON, Range I West, Section 6. To Reach the project go East on 190 from Coeur d'Alene Idaho to exit 22, approximately 7.3 miles. Take Frontage road east for approximately 0.88 miles, turn left onto Wolf Lodge road for approximately 3.46 miles. Turn right on to Marie Creek road 125 (Forest Road 202) travel 0.96 miles to the beginning of the project. There is no pre-bid/pre-conference scheduled for this effort. Performance and payment bonds will be required per the Miller Act and Davis Bacon wage rates will apply. All responsible sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the internet at http://www.ccr.gov//.
