Description
This is a combined synopsis/solicitation prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being accepted and a written solicitation will not be issued. The solicitation number is H92244-10-T-0099. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure cable installation. A Firm Fixed Price (FFP) contract is contemplated. The anticipated award date is on or about 24 February 2010. All responsible sources may submit a quotation which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38 effective 11 Jan 2010. This procurement is 100 % small business set-aside. The associated NAICS code is 541519 with a standard business size of $25,000,000. The Defense Priority and Allocation System (DPAS) rating for this procurement is DO-C9. Section B Schedule of Supplies and Services CLIN 0001- Provide and install fiber optic cable for ten (10) drops in a conference room and ten (10) drops in a team room. - Provide and install lockable half server rack in team room. - Provide and install fiber optic patch panel in half rack in team room. - Provide and install fiber optic patch panel in existing rack within server room for conference room. - Provide and install surface mount boxes in conference room. - Provide and test twenty five (25) five (5m) meter Keyed LC to LC patch cables. - Provide and test twenty five (25) three (3m) meter Keyed LC to LC patch cables. - Provide and install J-hooks, conduit, and PDS - and all necessary equipment and supplies associated - for all cable routing procedures. Site Visit is scheduled for Thursday, 18 February 2010, at 10:00 AM (EST). Measurements and descriptions are approximate. The contractor will be required to make a site visit to take and confirm all measurements. Section C Scope of Work • The contractor will be responsible for providing and installing fiber optic cable for ten (10) drops in a conference room and approximately ten (10) drops in team room. • The drops will require 6-strand fiber optic cable and Keyed LC multimode connectors. All keyed LC connector inserts shall be yellow as determined by existing NSWDG standards. • When inside of wall, conduit will be utilized for installation. When routing in overhead, J-hooks will be utilized during installation. At any point cabling runs outside of SCIF spaces, PDS will be utilized during installation. • The contractor will be required to terminate all of the drops with LC connectors at the contractor provided patch panel; insert/connector shall be yellow as determined by existing NSWDG standards. • The contractor shall be required to test all of the installed cables in accordance with industry standards and current EIA/TIA 568B standards. • In order to maintain existing wiring standards, the contractor will be required to install the drops inside the wall. • The contractor will be required to coordinate all work and scheduling with the government, due to security and other concerns the contractor maybe required to work around the availability of the space. • Contractors/installers are required to leave the space in the same conditions they found it. All damages occurring during install will need to be repaired by contractor. • All tools, extra cabling and debris will be removed from the spaces. • Provide submittal documentation and design drawings as per specifications. • Test all cables and provide test records of all newly installed cable to the customer upon completion of project and ANSI/TIA/EIA standards. • Provide as-built documentation. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical, delivery, and price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
