Description
The US Army Contracting Command Joint Munitions & Lethality Contracting Center Maneuver Ammo Center at Picatinny Arsenal, NJ 07806-5000 intends to issue a Request for Proposal (RFP) to provide Engineering, Technical, and Prototyping Support Services in support of the Armament Research, Development & Engineer Center (ARDEC), and Weapons Software & Engineering Center (WSEC). The contractor will provide a wide variety of engineering services, technical assistance and materials in support of all weapon systems and their associated components, and physical security programs. These services include all aspects of weapon system, munitions, and security system design and development, investigative procedures using fault tree and root cause analysis, short time prototype manufacturing, materials investigation, material compatibility studies, technical risk analysis, technical cost analysis, lifecycle cost estimating, development of special assembly and test equipment, preparation of drawings for design and/or manufacture, and the conduct of testing and test analysis at government and non-government test facilities. The contractor shall have select personnel that possess a Secret Clearance and/or be eligible for immediate adjudication by the security authority upon award of this contract. The type of new contract contemplated is firm-fixed-price. The Government reserves the right to make multiple awards IAW FAR 16.504(c) as a result of this solicitation. The Government will select for award the best overall written proposal(s) that is the most advantageous and represents the Best Value to the Government. The Government will utilize the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items (Services). The RFP is planned for release on or about 30 days after publication of this notice under solicitation number W15QKN-10-R-0611. The solicitation may be obtained by accessing http://procnet.pica.army.mil. This requirement is set aside 100% for small business concerns in accordance with FAR 19.502-2(b)(1) and (2). The contracting activity published a market survey/sources sought announcement, W15QKN-09-X-0613, on FedBizOpps from 12 May 2009 through 9 June 2009. Effective competition is anticipated for this acquisition. The solicitation is expected to be issued on FedBizOpps approximately beginning-March 2010. The requirement will consist of a base period of one year (12 months) and 2 option years. Award is anticipated on or about 9 June 2010.
