Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) to award a contract for the Green Brook Flood Damage Reduction Project Railroad Closure Structure and Diversion Culvert Pipes, Borough of Bound Brook, New Jersey. The work consists of fabricating and installing a 75-foot wide double leaf swing gate across New Jersey Transit railroad tracks, constructing gate monolith foundation and hi-rail rubber crossing; installing sheet pile cutoff wall and gate seal; testing of the swing gate; constructing levees, I-wall, retaining wall, access road, guide rail, access gates and storage shed; clearing and grubbing and tree removal; installation of local drainage; and riprap slope protection. Other project components include installation of four (4) sets of diversion culverts beneath the railroad comprised of multiple pipes per crossing. This entails constructing the piping system, including pipe jacking, open cut excavation, outlet structures, junction chambers, inlet structures, drainage swales, and outlet protection. Additional items include utility relocations and protection, topsoil and seeding, landscaping, soil erosion and sediment control measures, curb and sidewalk replacement, paving, and railroad and liability insurance. This work will be accomplished as part of a base bid contract with options. The estimated period of performance for the effort listed above is 365 days. This procurement is being solicited as a 100% SMALL BUSINESS set-aside. The NAICS Code is 237990 (General Contractors Heavy Construction, Not Elsewhere Classified). The Small Business size is $33,500,000.00. The SIC Code is 1629. The range of the estimated cost is $15,000,000 to $25,000,000. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on Department of Defense (DoD) contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 April 2007, the system, Contractor Performance Assessment Reporting System (CPARS), requires both the contractor and the Government to submit their portion of the CPARS report via the internet for Construction contracts in excess of $100,000.00. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract. In the meantime, to become familiar with the system, the CPARS website has a computer-based training module and a practice session for your use at https://www.nwp.usace.army.mil/ct/I/home.asp by following the links to the Training. Plans and Specifications for the subject project will be available at FedBizOpps (https://www.fbo.gov)on or about 05 March 2010 with Bid Opening Date (BOD) on or about 05 April 2010. Bids are to be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet.
