Description
THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. RECOVERY - The National Institute of Standards and Technology seeks information on commercial vendors that are capable of providing a computer numerically controlled machine tool for the additive manufacturing of metal parts. The machine tool shall be able to automatically manufacture fully dense metal parts to precise tolerances directly from digital 3D model data by selectively joining metal powder on a powder bed layer upon layer to the desired shape. After results of this market research are obtained and analyzed and specifications are developed for additive machining systems that can meet NIST’s minimum requirements, NIST may conduct a competitive procurement. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. This contemplated procurement is anticipated to utilize American Recovery and Reinvestment Act (ARRA) of 2009 Funding if it is determined that responsible sources can satisfy the requirement. The machine tool shall be new and of the manufacturer's current design which meets or exceeds the following technical requirements: -The machine shall have an effective building volume (manufactured part size) of at least 200 mm (X) by 200 mm (Y) by 200 mm (Z). -The machine shall build the part layer by layer on a powder bed, with a minimum layer thickness of 0.05 mm or smaller. -The machine shall be able to manufacture lattice structures and overhang features, i.e., features whose surfaces are supported by unmelted powder during manufacturing. -The machine shall use a laser beam or electron beam to locally fuse the powder. -The energy beam used to fuse the powder shall have a maximum power of 100 W or higher. -The energy beam used to fuse the powder shall have a minimum spot diameter at the powder surface of 0.2 mm or smaller. -The machine shall have a maximum scanning speed of the energy beam of 5 m/s or higher. -The machine shall be able to produce thin-walled features with a wall thickness of 0.5 mm or smaller in any coordinate direction. -The machine shall have a chamber and associated peripherals to build the part in an inert atmosphere. -The machine shall be able to manufacture fully dense parts from a variety of metals, including steel alloys, titanium alloys, and aluminum alloys. -The machine shall be equipped with a PC-based controller that accepts part model data in the STL format through an Ethernet network connection. The controller shall control all machine functions enabling the fully automated manufacture of the part from the supplied part model data. -The machine shall be equipped with a system for the automatic recycling of powder, enabling the re-use of unmelted powder for the manufacture of new parts without additional processing. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 333512, as those domestic sources having 500 employees or less. Please include your company’s size classification in any response to this notice. Companies that manufacture such systems are requested to email a detailed report describing their abilities to andrea.parekh@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each machine for which specifications are sent to andrea.parekh@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. The Government is particularly interested in information on achievable part accuracy and surface quality.
