Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA118-10-RQ-0132 and is issued as a request for quote. Quotes are due to be in receipt by this office not later than 03/08/2010 at 3:00 PM EST. The intended source is SunGard Availability Services Limited Partnership (LP), pursuant to FAR 6.302-1(a) Only One Responsible Source. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. Veterans Healthcare is specifically cited as an essential VA function. Therefore, the Office of Information & Technology Region 4 has in place 2 data centers in commercial facilities that ensure all essential VistA operations are always functioning. One of the data centers is housed at the SunGard facility in Philadelphia. The VA currently contracts for support services including 1675 square footage of secure, raised floor space, complex telecommunications data circuits, operational/managed technical support, power and heating, ventilation and cooling (HVAC) from SunGard. This action is in direct support of Federal continuity of operations (COOP) requirements that state every Federal agency is required to plan for continuous performance of essential functions and operations in the event of an emergency. This is stated in the Federal Preparedness Circular 65, which is reinforced by the National Security Presidential Directive/NSPD-51 and Homeland Security Presidential Directive/HSPD- 20. This facility originally was developed solely for the VISN 3 network and has now expanded to cover the entire Region 4 OI&T and continues to expand with a need for another 1200 square feet of floor space, power, HVAC and support services to be acquired under this effort. The proposed action is for a firm fixed price contract for a 6 month base period (April 1, 2010 to September 30, 2010) and 6 one-month option periods (monthly from October 1, 2010 thru March 31, 2010) for the procurement of data center space and managed support services from SunGard Availability Services LP, 680 East Swedesford Road, Wayne, PA in their Philadelphia, PA data center facilities at 401 North Broad Street and 1500 Spring Street. The place(s) of performance are: SunGard Availability Services LP 401 North Broad Street Philadelphia, PA 19107 SunGard Availability Services LP 1500 Spring Street Philadelphia, PA 19107 Purchase Description: VA requests prices for the following: Monthly renewal prices - Existing 1675 square feet at 410 North Broad Street is at maximum capacity and is comprised of the following price components: "Monthly price for Space component for existing occupied 1675 sq ft "Monthly price for Power component for existing 1675 sq ft (currently at maximum capacity) "Monthly price for Support and Services component for existing 1675 sq ft Expansion Prices - New 1200 square feet at 1500 Spring Street "Monthly price for Space component of the 1200 additional square feet "Monthly price for Services and Support component for the additional 1200 sq ft "Monthly recurring cost estimates for dark fiber cross connections for telecommunications between the two locations of Sungard (Spring Garden/North Broad Street) - provide as a per strand/per month price "Initial Power installation and monthly prices to support the following requirements for initial occupancy in the expansion space: TitleRDPC SpacePower 2 EVA's for VistASunGard4 x L6-30R 2 per rack 3 VBECs Racks SunGard6 x L6-20P (2 per rack) 4 VBECs RacksBrooklyn8 x L6-20P (2 per rack) FHIE/BHIESunGard2x L15-30R 2x L5-20R 5xL5-30R Fee Basis Claim System (FBCS) - SunGard2 per Rack (IEC 60309) Networking RacksSunGard4 x L6-30 Power for Initial Potential additional SystemsSunGard20 x L6-30R "Monthly price for support of the power outlined above for the initial systems " Identification of the maximum amperage and power draw that the additional 1200 sq feet can provision (to be used by Sungard and VA for maximum capacity planning purpose as we continue to add systems over time) "One time site preparation price for establishing and securing the 1200 sq feet for VA utilization. Miscellaneous SunGard is requested to provide a complete description of what is included in the "Services and Support" component. The additional 1200 sq feet of expansion space must be located inside a Tier 3 facility as defined by ANSI/TIA/EIA-942, Telecommunications Infrastructure Standard for Data Centers.
